PURPOSE OF THIS NOTICE: The U.S. Environmental Protection Agency (EPA) is announcing its proposed decision (Statement of Basis) that Corrective Action is Complete requiring groundwater monitoring and groundwater and land use restrictions for environmental remediation at the Radford Army Ammunition Plant (RAAP), Radford Unit (VA1210020730) under the Hazardous and Solid Waste Amendments of 1984 provisions of the Resource Conservation and Recovery Act (RCRA).
FACILITY DESCRIPTION: RAAP is located in southwest Virginia in Pulaski and Montgomery counties. The Main Manufacturing Area, which is subject to the RCRA Corrective Action Permit, is located approximately five miles northeast of the city of Radford, Virginia, which is approximately ten miles west of Blacksburg and 47 miles southwest of Roanoke. RAAP is a Government-owned, contractor-operated military industrial installation supplying solvent and solventless propellant grains and TNT explosives.

COMMENT PROCESS:Persons wishing to comment on EPA’s proposed decision must submit comments to EPA within the 30 day comment period ending on July 27, 2014. Interested persons may also request a public hearing on this proposed remedy. All comments and/or requests for a hearing must be submitted in writing via mail, fax, or e-mail to the EPA Project manager, Erich Weissbart, as listed above. All comments will be considered in making a final decision on the proposed remedy.
