Purpose
Consistent with the 1984 EPA Indian Policy and the Administrator's 1994 Tribal Operations Action Memorandum, Region 5 established the R5TOC in 1994 to serve as the regional counterpart to the National Tribal Operations Committee (NTOC). The R5TOC is a partnership between federally-recognized tribes in EPA Region 5 and the Region 5 office. This partnership:
- Identifies tribal capacity needs and develops recommendations to address deficiencies
- Facilitates implementation of environmental protection programs in Indian country
- Reviews and comments on regional environmental strategies
- Reaches agreement on policy issues of mutual interest
- Coordinates activities with the NTOC
- Facilitates compliance with the 1984 EPA Indian Policy
