The 18.5-acre Elm Street Groundwater Contamination ("Elm Street") site is located in Terre Haute, Vigo County, Indiana. The site is roughly bounded by Locust Street to the north, North 3rd Street (U.S. Highway 41) to the east, railroad tracks to the south, and the Wabash River to the west. Surrounding land uses include an apartment complex and open/recreational land to the north, commercial and residential property to the east, commercial and industrial property to the south, and the Indiana American Water Company to the west.
In the 1980s, several wells in Terre Haute's Elm Street municipal well field were found to have volatile organic compound (VOC) contaminants in them. The Indiana Department of Environmental Management (IDEM) identified three potential source areas for the VOC contamination through the site assessment process. The potential source areas include (1) the Gurman Container and Supply ("Gurman") property located at 800 North 3rd Street, (2) the Ashland (formerly known as BiState Products) property located at 118 Elm Street, and (3) the Machine Tool Service (MTS) property located at 701 North 1st Street.
EPA placed the Elm Street site on the National Priorities List (NPL) on March 7, 2007.
The Elm Street Groundwater Contamination site is being addressed by a combination of federal and state actions.
Threats and Contaminants
Contaminants observed at the Elm Street site and its potential source areas include VOCs such as tetrachloroethene (PCE), trichloroethene (TCE), trans-1,2-dichloroethene (DCE), 1,1,1-trichloroethane (TCA), 1,1-dichloroethane (DCA), and xylene. Ingestion of contaminated water or dermal contact with contaminated soil could lead to human health effects.
Note: the Elm Street well field was later expanded to include a radial collection system in area of uncontaminated groundwater to supply the bulk of the drinking water for the city of Terre Haute. The original municipal wells are used intermittently to supplement water demand for the area. The drinking water supply, distributed by the Indiana American Water Company, meets EPA standards.
EPA contacted potentially responsible parties (PRPs) Gurman, Ashland, Consolidated Recycling, and MTS in 2006 to invite them to conduct a remedial investigation and feasibility study (RI/FS) at the Elm Street site under the Superfund Alternative site (SA) program. The PRPs declined to perform the RI/FS and negotiations were terminated on February 1, 2006.
EPA contacted the PRPs in 2007 after the site was listed on the NPL to invite them to perfom an RI/FS. Again, an agreement could not be reached and negotiations were terminated on February 22, 2008.
EPA began conducting the RI in 2008. EPA completed the first phase of field work and sampling in fall 2009 and issued an interim report discussing the results in January 2012. EPA completed the next phase of field work in early summer 2012. EPA will be conducting a last phase of field work in spring 2015 and anticipates issuing a RI report in fall 2015 and completing a FS report by winter 2015/2016.
