Site Description

The Burrows Sanitation site comprises approximately 10 acres. The site is located on 54th Avenue on the far northeast side of Hartford, Michigan. From 1970 to 1977, the 15-acre Burrows site was used for the disposal of plating sludges, waste coolants, and oils. Wastes were dumped into six unlined lagoons and at other spill areas on the site. The lagoons overflowed during heavy rains. Groundwater samples showed contamination; however, private water wells were not contaminated. In 1984, the Burrows Group, a group consisting of the owners and three firms that disposed of wastes at the site, excavated contaminated soils and sludges from the four disposal areas. Orchards are located within the site boundaries; wildlife is often found on the property. Two wetland areas are located on the edges of the site. These areas are interconnected and are drained by the Doyle Drain, a canal that flows along the edge of the site. A berm is located to the north of the disposal area to prevent site runoff from directly entering Doyle Drain, which enters the Paw Paw River 0.75 mile from the site. The river is used for sport fishing. Approximately 150 people live within one mile of the site and obtain water from private wells.

Threats and Contaminants

Groundwater, surface water, and sediments were contaminated with heavy metals such as chromium, lead, and nickel. Soils also contained these contaminants before cleanup occurred. The lagoons contained several volatile organic compounds. Potential health threats to people who trespassed onto the site stemmed from direct contact with or accidental ingestion of contaminated groundwater, sediments, and surface water. Wetland areas also may have been threatened by site contamination. 

Cleanup Progress

A group of responsible parties, as part of a July 1984 removal action, agreed to remove sludges and contaminated soils from various areas of the Burrows site. Based on a September 1986 Record of Decision (ROD), the United States Environmental Protection Agency (U.S. EPA) and the Michigan Department of Natural Resources (MDNR) excavated approximately 320 cubic yards of surface soils and sediments and transported them to an offsite disposal facility. A wetland on the northwest side of the site was also rechanneled. This work was completed in May 1989. After additional studies and a May 1991 Explanation of Significant Differences to the 1986 ROD, a Consent Decree (CD) was entered in court in July 1992 that included a groundwater extraction system to treat a small plume which contained chromium. The groundwater extraction system was completed and initiated in August 1992 and continued until December 1995.  A five-year review was completed in March 1998 and found that the remedy remains protective of human health and the environment.  The 1992 CD was closed out in October 1999.  MDNR continues to monitor private groundwater wells near the site.  A second five-year review was completed in March 2003 and found that the remedy remains protective of human health and the environment.  The site was classified as Sitewide Ready for Anticipated Use (SWRAU) on January 11, 2008.  A third five-year review was completed in February 2008 and found that the remedy remains protective of human health and the environment.  A fourth five-year review was signed on February 8, 2013 and found that the remedy ramains protective of human health and the environment.  A final close out report for the Site was completed in October 2014.

Property Reuse

The site was classified as Sitewide Ready for Anticipated Use (SWRAU) on January 11, 2008.  A Reuse Assessment for potential future Site uses began in 2009.
