Brochures and Fact Sheets Regarding Section 608 of the Clean Air Act

Final Rule Summary - This fact sheets provides an overview of the refrigerant recycling requirements of Section 608 of the Clean Air Act.

Leak Repairs - This fact sheet provides a brief overview of the leak repair requirements for appliances containing ozone depleting refrigerants.

Recycling of Substitute Refrigerants - This fact sheet summarizes EPA's proposed amendments to the 608 recycling rule in order to exempt certain substitute refrigerants from the venting prohibition, extend to HFC and PFC refrigerants the requirements currently in place for CFC and HCFC refrigerants and lower the maximum allowable leak rates which would apply to equipment containing CFCs, HCFCs, HFCs, and PFCs.

Prohibition on Venting of Substitute Refrigerants - Effective November 15, 1995, Section 608 of the Clean Air Act prohibits individuals from knowingly venting substitutes for CFC and HCFC refrigerants. This fact sheet explains how EPA plans to apply this prohibition to the different substitutes.

Certified Refrigerant Reclaimers - EPA allows recovered and/or recycled refrigerant to be returned to the same system or other systems owned by the same person without restriction. However, if the refrigerant changes ownership, it must be reclaimed by an EPA Certified Reclaimer.

Technician Certification - Technicians must pass a test and be certified by an accredited testing organization before they can service industry process refrigeration equipment. EPA maintains a list of EPA-approved organizations that can train, test, and certify technicians under section 608 of the Clean Air Act. A general guide to the issues covered on the test is also available for your convenience.

Protecting the Ozone Layer: Safe Disposal of Home Appliances Containing Ozone-Depleting Substances - This booklet is designed to serve as a practical tool for understanding and complying with EPA's safe disposal requirements. It includes a summary of the regulations as well as case studies highlighting existing or developing programs throughout the country.

Equipment Certification - Persons servicing appliances must certify to EPA that they have acquired recovery and/or recycling equipment and that they are complying with the above regulations. For your convenience, here is an equipment certification form.
