How to Apply

Dear Applicant:

Thank you for your interest in applying for a grant with the U.S. Environmental Protection Agency (EPA), Region 2. Enclosed is an application kit for submitting your proposal for federal financial assistance. To assist you in completing your application, we have included links to the instructions and forms needed to complete the application submission process. I have provided, for your use, a check list of items that must be submitted with your application in order for you to be considered for a grant with the Agency.

Electronic Grant Applications: Effective February 17, 2015, all initial applications must be submitted through Grants.gov. Until then, we are continuing to accept signed portable document format (pdf) original applications (that are not otherwise required to be submitted through Grants.gov) through our dedicated e-mail box, Region2_GrantApplicationBox@epa.gov. Those wishing to still use the email option must do so by February 16, 2015. As a reminder, only current, scanned pdf forms with signatures and associated documents will be accepted as valid applications. Documents submitted in other file formats cannot be accepted, nor will any outdated forms.

Federal Grant Forms: Please ensure that you are using the latest versions of Federal grant forms. We have updated our grant application kit online to provide links to the current forms.   The current grant forms can also be accessed via this link: http://www.epa.gov/ogd/forms/forms.htm. Only the current versions of the forms can be accepted. 

The Omnicircular is coming. It is the culmination of a two-year grant reform initiative led by the Office of Management and Budget (OMB) in collaboration with other federal agencies and the recipient community. The goal is to reduce administrative burden while reducing the risk of waste, fraud and abuse. It combines the uniform administrative requirements, cost principles and audit rules into one circular. The regulations of 40 CFR Part 30 for non-profit recipients and 40 CFR Part 31 for state, local and tribal governments will no longer be applicable; there will be one set of rules for all recipients. All recipients will be able to opt for a default indirect cost rate in the absence of an approved rate. The Circular will also require more intensive reviews of recipient performance (both pre- and post-award), and the single audit threshold will increase from $500K to $750K.  EPA expects to have final implementing regulations in place by the end of this calendar year. Additional information and guidance will be forthcoming.

Applications must be submitted at least sixty (60) days prior to the requested date for award (90 days for Superfund applications). If you are submitting a continuation application for funding a Continuing Environmental Program (40 CFR Part 35, Subpart A), your application must be submitted prior to the end of the current budget period in order for costs incurred from the end of the budget period to the date of the new award to be allowable for federal participation. Concurrent with submitting your application to EPA, the Intergovernmental review process should be initiated. The Intergovernmental Review package must be submitted sixty (60) days prior to the requested date for award (thirty (30) days for continuing environmental programs). Instructions for this process are found within the Region 2 Grant Application Kit.

Bundling of Grant Application Assurances/Certifications for Grants to State Agencies under 40 C.F.R Part 35: As part of EPA’s State Burden Reduction initiative, State agency applicants for grants awarded under 40 C.F.R. Part 35 may submit a single set of “bundled” assurances/certifications to cover all applications submitted to EPA. The forms that are allowed to be bundled are as follows:

  1. SF-424B, “Assurances-Non-Construction Programs.”
  2. Certification Regarding Lobbying, Certification for Contracts, Grants, Loans and Cooperative Agreements.
  3. EPA 4700-4, “Pre-Award Compliance Review Report for All Applicants Requesting Federal Financial Assistance.”
  4. A copy of the current indirect cost rate agreement or the proposal submitted to the cognizant Federal agency.

These certifications and assurances (forms) may be submitted to EPA on an annual basis determined by the applicant and the applicant must clearly identify in a cover letter the period covered by the bundled assurances/certifications. If an applicant does not indicate a specific timeframe, the bundle will be valid only for the current Federal fiscal year during which the forms were submitted. Updated forms must be submitted when changes to the responses are required.

Please be aware that, currently, all applications submitted through Grants.gov are required to include all of the assurance and certification forms for each application. Therefore, “bundling” does not apply to electronic applications at this time.
