National Environmental Performance Partnership System (NEPPS)
The National Environmental Performance Partnership System (NEPPS), established in 1995 by the EPA and the Environmental Council of States (ECOS), allows states greater flexibility in addressing their priority environmental problems. NEPPS emphasizes management for environmental results through its use of goals and indicators as measures of environmental progress. The NEPPS process also places greater emphasis on scientific assessments of trends in environmental quality and, through its identification of key issues and priority setting, lays the foundation for long-term strategic planning. The major components of the system are:

Region 2 Accomplishments
New Jersey
The U.S. Environmental Protection Agency (EPA) and the New
Jersey Department of Environmental Protection (NJDEP)
helped inaugurate the NEPPS process in 1995 through the establishment
of a Performance Partnership Agreement (PPA) for fiscal year (FY) 1996.
EPA and NJDEP negotiated a fully comprehensive PPA for FY 1997-98, FY
1999-2001, FY 2002-2004 and FY
2005-2007 and FY 2008-2010.
NJDEP currently receives funding for ten eligible continuing environmental
programs through a Performance
Partnership Grant (PPG). For SFY 2008 through 2010, the areas to be
covered under this PPA include:
- Air Pollution Control - Clean Air Act, Section105
- State Indoor Radon – Toxic Substances Control Act, Section 306
- Water Pollution Control - Clean Water Act, Section 106
- Nonpoint Source Management – Clean Water Act, Section 319(h)
- Public Water System Supervision - Safe Drinking Water Act, Section 1443(a)
- Underground Injection Control – Safe Drinking Water Act, Section 1443(b)
- State Underground Storage Tank – Solid Waste Disposal Act, Section 2007(f)(2)
- Hazardous Waste Management – Solid Waste Disposal Act, Section 3011(a)
- Pesticide Program Implementation - Federal Insecticide, Fungicide, and Rodenticide Act, Section 23(a)(1)
- Pesticide Cooperative Enforcement - Federal Insecticide, Fungicide, and Rodenticide Act, Section 23(a)(1)
- Pesticide Applicator Certification and Training - Federal Insecticide, Fungicide, and Rodenticide Act, Section 23(a)(2)
New York
EPA Region 2, the New York State Department of Environmental Conservation (NYSDEC) currently has a Performance Partnership Grant (PPG) for the programs and project grants administered by NYSDEC's Division of Water. There is at present no PPA but we plan to develop a joint DEC - EPA Strategic Plan. The programs covered under the PPG include:
- Water Pollution Control - Clean Water Act, Section 106
- Nonpoint Source Management - Clean Water Act, Section 319(h)
Puerto Rico
The Puerto Rico Environmental Quality Board (EQB) has had a Performance Partnership Grant (PPG) from EPA Region 2 since October 1998. EQB's current PPG includes the following continuing environmental programs: water pollution control, nonpoint source management, underground injection control, and underground storage tanks management. The programs covered under the PPG include:
- Water Pollution Control - Clean Water Act, Section 106
- Nonpoint Source Management - Clean Water Act, Section 319(h)
- Underground Injection Control - Safe Drinking Water Act, Section 1443(b)
- State Underground Storage Tank - Solid Waste Disposal Act, Section 2007(f)(2
U.S. Virgin Islands
The United States Virgin Islands Department of Planning and Natural Resources (VIDPNR) has had a Performance Partnership Grant (PPG) from EPA Region 2 since October 1996. VIDPNR's PPG includes the following continuing environmental programs: air pollution control, water pollution control, public water supply supervision, underground storage tanks management, nonpoint source management, and pesticides. The programs covered under the PPG include:

St. Regis Mohawk Tribe
The St. Regis Mohawk Tribe (SRMT), a federally recognized Indian nation, has had a Performance Partnership Grant (PPG) with EPA Region 2 since January 1998. The SRMT's Calendar Year 2008 PPG includes the following environmental programs: air pollution control, water pollution control, wetlands, and Indian Environmental General Assistance. In January 2007, SRMT and EPA Region 2 entered into a Performance Partnership Agreement (PPA), through 2010, for SRMT's PPG activities. The programs covered under the PPG include:
