Serves as the primary liaison on environmental issues and problems with the Commonwealth of Puerto Rico and Territory of the Virgin Islands governments, as well as with the press, community groups, and regulated industries and authorities. This new division will conduct inspections, identify violations, recommend enforcement actions, and plan and coordinate activities necessary to implement regional programs in Puerto Rico and the Virgin Islands. years, the level of division staffing and programs will increase, consistent with CEPD's expanded responsibilities.
Director, Caribbean Environmental Protection Division: Represents the Regional Administrator in the Commonwealth of Puerto Rico and the Territory of the Virgin Islands. Is responsible for liaison with the Commonwealth and Territorial Governments on matters concerning environmental problems requiring EPA action. Aids in communicating EPA program objectives to local government agencies and provides scientific and technical assistance in meeting these goals. Advises the Regional Administrator on all local environmental aspects of the Region's activities, including recommendations and suggestions on preventive and corrective measures to be taken by EPA. Provides guidance regarding relations with the press, radio, television, and the general public. Manages the Caribbean Environmental Protection Division.
In accord with guidance and direction provided by regional program divisions, provides support to the regional output commitments in air, water, pesticides, toxic substances, hazardous waste, emergency and remedial response, etc. Identifies local environmental problems and recommends pollution control measures. Oversees environmental program grants in the Commonwealth of Puerto Rico and the Territory of the Virgin Islands.
Virgin Islands Coordinator: In accordance with direction of the Director of the CEPD, plans and coordinates activities necessary to implement regional programs, goals and objectives in the U.S. Virgin Islands. Represents the Director of CEPD in dealings with territorial government officials, the press, other federal agencies, and private organizations. Arranges for technical assistance and supports delivery of needed emergency response actions.
Deputy Director, Caribbean Environmental Protection Division: Participates fully in the direction, control and management of the Division. Acts as the Division Director in the absence of the Director.
Environmental Management Branch: Provides support to regional water and air programs. These functions include commitments made through work plans in the following programs: drinking water; NPDES permits for municipal and industrial discharges; construction grants; marine and wetland protection; non-point sources; groundwater pollution control; underground injection control; air pollution control; pesticides; toxic substances; etc. Technical reports, including conclusions and recommendations, are submitted to the Division of Environmental Planning and Protection and the Division of Enforcement and Compliance Assistance through the Director of the CEPD. Provides oversight to the regional environmental programs within the Caribbean. Advises the Director of the CEPD in technical and administrative matters and assists in community relations functions with local government offices, the general public and the news media.
Enforcement and Superfund Branch: Conducts inspections, identifies violations, and recommends enforcement actions under the Clean Air Act, Clean Water Act, Safe Drinking Water Act, Resource Conservation and Recovery Act, Solid Waste Disposal Act, Federal Insecticide, Fungicide and Rodenticide Act, Toxic Substances Control Act, and the Emergency Planning and Community Right to Know Act. Within the Branch, a Superfund Team carries out emergency response, immediate removal and long-term remedial actions for designated sites under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Superfund Amendments and Reauthorization Act (SARA). The team also performs emergency response actions under the Oil Pollution Control Act. The Branch advises theDirector of the CEPD on technical and administrative matters and assists in the community relations functions with local government officials, the general public and the news media.
