Site Description

The Chevron Products Co., a division of Chevron USA Inc. is located at 1200 State Street in Perth Amboy, New Jersey. The site comprises 368 acres in the city of Perth Amboy and Woodbridge Township. It is bounded on the north by Woodbridge Creek, on the east by the Arthur Kill, on the south by industrial properties, and on the west by Convery Boulevard (State Highway 35).

The Chevron Products Co., a division of Chevron USA Inc., site has been used for petroleum refining since 1920. It has also been used for the storage, blending and shipping of asphalt, light oils and heavy oil. In 1983, Chevron reduced its operations at the site to just asphalt production and the storage and transfer of petroleum products.

EPA and New Jersey Department of Environmental Protection (NJDEP) issued Resource Conservation and Recovery Act (RCRA) permits to Chevron to monitor the closed landfarm of the facility and to clean up the entire site.

Potential Threats and Contaminants

The refinery operations and waste management at the site resulted in the contamination of both the soil and groundwater. Preliminary data show that the soil and groundwater are contaminated mainly with benzene, xylenes, polyaromatic hydrocarbons, arsenic, lead, beryllium and tetra ethyl lead. In addition, light oily substances (such as crude oil and refined products) have been found to be floating on the groundwater at a number of locations.

Cleanup Approach and Progress

In the 1980's, after Chevron upgraded its wastewater management practices with the installation of an effluent treatment plant, it began closing surface impoundments and a landfarm. The closure of the landfarm was completed, but the other work remains. With EPA and NJDEP oversight, Chevron has completed the first phase of the sitewide investigation pursuant to the RCRA permits and has also implemented a number of interim measures to remove contaminated soil and some of the oily substances floating on the groundwater.

In addition, Chevron has been monitoring groundwater underneath the site to assess if the contamination is leaving the site. Preliminary data was found to be inconclusive and Chevron will continue the monitoring. Pursuant to 1998 agreements among the City of Perth Amboy, Chevron and NJDEP, the cleanup of western portions of the site (West Yard and Amboy Field) has been expedited to facilitate future development.

The next phase of the sitewide investigation will focus on refining data on the geophysical characteristics of the site, on the contamination of soils and groundwater, as well as the potential impacts on the surface water and sediment. This phase is targeted to be completed by 2003. In November 2001, Chevron submitted a sitewide-investigation work plan to EPA and NJDEP for review. The work plan was rejected by NJDEP because it did not follow the state's Technical Requirements for Site Remediation rule. Other comments and concerns were provided to Chevron in March 2002.

After the investigation, final corrective measures for the entire facility will be selected through a modification of the RCRA permit and Chevron will be required to implement the final corrective measures. Meanwhile, Chevron will continue the removal of light oily substances from the groundwater and monitoring sitewide groundwater. If necessary, additional and focused cleanups will be performed. Restrictions will be imposed on future uses of the property and groundwater underneath the facility.
