This approximately seven acre tract of land was used for disposal of hazardous waste sludge from Ciba-Geigy’s manufacturing processes located in nearby Glens Falls, New York. An adjacent surface impoundment was used to collect leachate from the landfill cell and runoff from a truck washing station. The Permittee completed closure of the landfill in the summer of 1990.
Site Responsibility and Legal Instrument
Corrective action is being implemented through a 6 NYCRR Part 373 post-closure permit and its subsequent major modifications.
Potential Threats and Contaminants
The sludge primarily consisted of metal hydroxides. Historical groundwater quality data from the landfill monitoring well network indicated the presence of barium, cadmium, chromium, copper, cyanide and lead in the groundwater near the landfill. Further investigation concluded that the lead and most other metal contamination was due to deteriorating well casings. After the well casings were replaced, only cyanide and barium concentrations were found to exceed standards. Concentrations of both of these contaminants continued to decrease to levels below state standards after the landfill was closed.
Cleanup Approach and Progress
As a direct result of closure of the Secure Landfill Cell, dramatic reduction in leachate generation and the concentrations of hazardous constituents in the leachate have resulted. With the continued implementation of the post-closure plan and groundwater monitoring program through the post-closure permit at this facility, leachate volume is expected to continue to decrease and further groundwater impacts are not expected to occur. Groundwater monitoring will continue through the post-closure period to confirm that this is the case.
The Permittee performed closure activities for the landfill during the summer/fall of 1989 and completed closure in the summer of 1990. On October 5, 1994, a post-closure permit was issued to the facility for closure and post-closure care of the landfill and surface impoundment. Renewal of this permit was public noticed on September 23, 2009, with the public comment period ending on November 10, 2009.
