The Government Performance and Results Act passed by Congress in 1993 mandated that all federal agencies -- including EPA – develop measurable targets and strategic plans for their operations. One of EPA’s goals is that by 2005, 95% of the 1,714 high-priority Resource Conservation and Recovery Act (RCRA) cleanups being undertaken now (of which this site is one) will have human exposures under control, and that 70% of them will have contaminated groundwater under control. With significant contributions from authorized state environmental agencies and a hard work of individual facilities, EPA reached 96% and 78% respectively by September 30, 2005.
