The PolyOne Corporation, formerly known as Occidental Chemical Corporation, is located at 1804 River Road in Burlington, New Jersey, on 199 acres, approximately 53 acres of which are in active use. PolyOne operations at the facility include the production of polyvinyl chloride (PVC) film and sheeting. The GEON Company acquired the facility in May 1999 and then GEON merged with M.A. Hanna to become PolyOne Corporation in September 2000. PolyOne is continuing operations at the site.
Potential Threats and Contaminants
Contamination occurred from spills, leaks, and releases that originated from the manufacturing process area, the drum storage area, and the underground storage tank area. Contamination associated with these spills and releases include polychlorinated biphenyls (PCBs) and volatile organic chemicals, including vinyl chloride, tetrachloroethene, trichlorofluromethane, and bis(2-ethylhexyl) phthalate. These contaminants have been detected in the groundwater, soil, and sediment at the site.
Cleanup Approach and Progress
The New Jersey Department of Environmental Protection (NJDEP) required Occidental Chemical Corporation to conduct a groundwater investigation at the site due to concerns regarding spills and releases. This investigation confirmed that groundwater contamination existed at the facility; however, it did not fully delineate the contamination at the site. Occidental completed a full site investigation delineating the nature and extent of contamination at the site. NJDEP required some supplemental work be done to complete this investigation and Occidental recently submitted the results of that work. NJDEP is currently reviewing this additional information along with the proposals to clean up the contamination.
Once the investigation work and cleanup proposals are approved, Occidental Chemical Corporation will need to begin implementing the cleanup work under the supervision of NJDEP.
