Draft Programmatic Environmental Impact Statement

The agencies distributed copies of the Draft EIS to all known interested parties and organizations, local agency offices, and public libraries as indicated in the document at Chapter 7: Distribution List, the link to which is found below.

The public comment period for this Draft EIS closed on January 21, 2004. The public was provided the opportunity to provide written comments during the extended comment period and oral comments during either of the two public hearings, each of which had two sessions. The first hearing was held on July 22, 2003 at The Forum at The Hal Rogers Center, 101 Bulldog Lane, Hazard, KY 41701 (Transcript - PDF) [243pp, 3M]. The second hearing was held on July 24, 2003 at the Charleston Civic Center-Little Theater, 200 Civic Center Drive, Charleston, WV 25301 (Transcript 1(PDF) [124pp, 412k]- Transcript 2 (PDF) [183pp, 611k]). The first session of both hearings was from 2:00 p.m. to 5:00 p.m. and the second session was held on the same day from 7:00 p.m. to 11:00 p.m.
