Notice of Region 4 Interim Approval of Lachat Instrument's QuickChem Method

Introduction
The purpose of this notice is to announce interim approval for Lachat Instruments' QuikChem Method 10-204000-1-X, for measuring total cyanide concentrations under the National Pollution Discharge Elimination System (NPDES) Program. This approval applies only to NPDES discharges which are physically located in EPA Region 4. This approval does not apply to NPDES discharges in other EPA regions. To determine the status of Method 10-204-00-1-X in other EPA regions, interested parties should contact the appropriate EPA region.
Background
An August 23, 2001, memorandum from the Statistics and Analytical Support Branch (SASB), Office of Water, US EPA, recommended that each EPA Region grant interim approval for Lachat Instruments' QuikChem Method 10-204000-1-X (dated September 26, 2000) for reporting results under the National Pollution Discharge Elimination System (NPDES) Program. The SASB reviewed the method with the supporting documentation and determined that it meets all the requirements for approval as a NPDES compliance monitoring method. SASB has initiated formal approval of this method through rule making. The final rule making process is estimated to take between 18 to 24 months for final promulgation in the Federal Register. SASB believes the method will offer the regulated community a number of advantages over existing approved methods including reductions in analysis time and generation of hazardous wastes, the capability for fast and efficient batch analysis, and explicit quality control procedures.
Action
40 CFR §136.5 grants the EPA Regional Administrator or designee the authority to approve alternate methods for NPDES permits or NPDES-related applications such as pretreatment or storm water programs. In accordance with 40 CFR § 136.5, Approval of Alternate Test Procedures, US EPA Region 4 is hereby granting interim approval for the use of Lachat Instruments' QuikChem Method 10-204000-1-X in measuring total cyanide. This approval is effective the date of this notice and applies only to laboratories which analyze samples from NPDES discharges which are physically located in EPA Region 4 (Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee). Laboratories analyzing samples from NPDES discharges located in other EPA regions should contact the appropriate EPA Regional Quality Assurance Manager to determine the status of QuikChem Method 10-204000-1-X.
