Current Site Status
The Fairfax St. Wood Treaters site includes an area where Wood Treaters, LLC, and its corporate predecessor, Wood Treaters, Inc., operated a wood treating facility from 1980 to 2010. EPA placed the site on the National Priorities List (NPL) in 2012 because of contaminated soil, sediment and surface water resulting from facility operations. E EPA has taken steps to clean up the site in order to protect people and the environment from contamination. In and 2011, EPA conducted short-term cleanup actions to secure the site, stop the spread of contamination, and address urgent and immediate risks to people and the environment. EPA removed contaminated soil, water and sediment on the Susie E. Tolbert Elementary School property. By maintaining a gravel-and-pavement cover over contaminated soil, securing the site, and conducting investigations, EPA continues to protect people and the environment from site contamination.
Site Location and Background
The 12-acre site is located at 2610 Fairfax Street in Jacksonville, Florida. It includes an inactive wood treating facility. The Norfolk Southern railroad borders the site to the north. Residences border the site to the south. A church and residences border the site to the east. The Susie E. Tolbert Elementary School and residences border the site to the west. Fairfax Land Management, Inc. currently owns the site property.
From 1980 to about 2003, Wood Treaters, Inc. operated the wood treating facility. From 2003 to 2010, Wood Treaters, LLC operated the wood treating facility. Operations ceased when the company filed for bankruptcy.
The companies used chromated copper arsenate (CCA) to pressure treat utility poles, pilings, heavy timber items and plywood lumber, with products allowed to drip dry on site. During operations, some contaminated stormwater flowed off the site and onto surrounding properties, including the school property, residential properties and Moncrief Creek.
In 2012, EPA listed the site on the NPL. The site is not in use.
The site is in an area designated as an EPA Environmental Justice Showcase Community (Jacksonville, Florida). In addition to this site, EPA’s Superfund program oversees several other sites located in the Health Zone 1 area of the City of Jacksonville: Brown’s Dump, Jacksonville Ash, Kerr-McGee Chemical, LLC and Picketville Road Landfill.
Site investigations identified contamination in soil, sediment and surface water that could potentially harm people in the area. Contamination resulted from wood treating operations. Contaminants of concern identified include chromium, copper and arsenic.
In 2010 and 2011, EPA conducted short-term cleanup actions to secure the site, stop the spread of contamination, and address urgent and immediate risks to people and the environment. These actions eliminated threats to students at the Susie E. Tolbert and RV Daniels elementary schools, eliminated threats at three residential properties, and halted the further spread of contamination via dust and storm water. These actions also eliminated the threat of a chemical release from large, corroding on-site tanks containing CCA. EPA also sampled a private school across Fairfax Street east of the site and determined that it did not need to take cleanup actions on the property. EPA is conducting a remedial investigation/risk assessment and a feasibility study to fully assess site-related threats to people living near the site and the environment and to evaluate cleanup options. As part of the remedial investigation, EPA has conducted extensive sampling activities, including soil sampling in the residential area.
Investigation and Cleanup Responsibility / Oversight
EPA leads site investigation and cleanup activities in cooperation with FDEP, the Florida Department of Health and the Duval County Health Department.
Site Cleanup Plan
In 2010 and 2011, EPA conducted short-term cleanup actions to secure the site, stop the spread of contamination, and address urgent and immediate risks to people and the environment.
After completing the remedial investigation/risk assessment and feasibility study, EPA will issue a proposed cleanup plan to address any additional contamination and related risk to people and the environment. After receiving input from FDEP and the community, EPA will issue the final cleanup plan (a Record of Decision, or ROD) for the site. After issuing the plan, EPA will begin preparations to carry out the approved cleanup activities.
In 2010 and 2011, EPA’s short-term cleanup actions included:
- Removing contaminated soil on the Susie E. Tolbert Elementary School playground (near fence line with Wood Treaters).
- Removing contaminated water and sediment from the retention pond on the school property.
- Removing the top 12-24 inches of contaminated soil from unpaved parts of the former wood treating facility on site.
- Treating and disposing of more than 150,000 gallons of contaminated water.
- Cleaning and removing chemical storage tanks, containment area and piping.
- Removing contaminated soil from three residential properties.
- Covering exposed soils with gravel to prevent the spread of contamination through dust and stormwater runoff (gravel previously cleaned by EPA).
- Transporting contaminated soil, sludge and debris off site for proper disposal.
- Repairing and placing a lock on site fencing.
EPA is funding site investigation and cleanup activities.
In 2012, a federal bankruptcy court in Jacksonville approved a settlement agreement between the site’s Chapter 7 Trustee and EPA Region 4 regarding the bankruptcy of Wood Treaters, LLC.
Additional enforcement efforts are ongoing.
EPA is working with the community and its state partners to develop a long-term cleanup plan for the site, reflecting the Agency’s commitment to safe, healthy communities and environmental protection. Community engagement and public outreach are core components of EPA program activities.
EPA is conducting a range of community involvement activities to solicit community input and to make sure the public remains informed about site activities throughout the cleanup process. Outreach efforts include public notices and information meetings on cleanup progress and activities.
EPA has worked closely with the Florida Department of Health and the Duval County Health Department. The Florida Department of Health worked with the community to sample homegrown vegetables and interpret the sampling results. The Duval County Health Department worked with city council members and the community to help them understand site conditions and risks. The departments have also participated in public information meetings. The departments are also educating local residents about ways to reduce exposure to arsenic in soil.
From 2011 to 2012, EPA funded a community-based reuse planning process to help identify reasonably anticipated future land uses for the site to inform the remedial investigation/risk assessment and feasibility study. Community members participated in a reuse working session leading to the development of a draft reuse framework for the site.
EPA is conducting the site’s remedial investigation/risk assessment and feasibility study. After completing them, the Agency will issue a proposed cleanup plan.
