Current Site Status
The General Dynamics Longwood site (also known as the Gould Property) includes the area where the General Dynamics Corporation manufactured printed circuit boards and other electronic equipment from the mid-1960s to the early 1980s. In 1994, a new owner purchased the property and used it as the location of a publication business. The site property is not currently in use. After initial investigations, EPA placed the site on the National Priorities List (NPL) in 2010 because of soil and ground water contamination. EPA believes that contaminated ground water from the site has merged with contaminated ground water from the adjacent Sprague Electric Company site. Site contamination does not currently threaten local residents living and working near the site. EPA has identified potentially responsible parties (PRPs) that could potentially undertake or support the site investigation and cleanup. EPA is currently negotiating with the PRPs to perform site investigation activities and evaluate site cleanup alternatives. One PRP has placed filters on two private drinking water wells. All other residents and businesses use the local public water system for drinking water.
Site Location and Background
The site is located at 1333 North U.S. Highway 17-92, in a commercial and light industrial area of Longwood in Seminole County, Florida. The 9-acre site is located north of the Sprague Electric Company site. A vacant property is located to the east of the site and Big Tree Park is located to the west and north of the site. Several unused buildings are located on the site.
General Dynamics Corporation or its affiliates manufactured printed circuit boards and other electronic equipment at the site from the mid-1960s to the early 1980s. Workers cleaned manufactured products with vapor degreasers on site. Cleaning agents in the vapor degreasers included chlorinated solvents (substances used to dissolve other substances). The Gould's eventually purchased the site and used it for a publication business. In September 2010, EPA listed the site on the NPL. Currently, the site is not in use and on the market for sale.

Threats and Contaminants
Manufacturing activities contaminated surficial (upper-level) ground water and the portion of the Floridan Aquifer located beneath the site with trichloroethylene (TCE) and trichloroethane (TCA). If not properly addressed, ground water contamination at the site could threaten the nearby City of Winter Springs’ public water supply well field.
Two private drinking water wells had contamination at levels that could potentially harm people; this contamination may have resulted from past activities at either the Sprague Electric Company site or the General Dynamics Longwood site. A PRP for the Sprague Electric Company site placed filters on these wells and continues to oversee the filter systems. All other residents in the area are connected to the public water system. The City of Winter Springs operates the nearest public water supply wells and they are regularly monitored for contaminants.
Vapor intrusion is not considered a threat to people living or working near the site. The only known soil contamination is located below the ground (i.e., subsurface soil contamination) on the site property.
Investigation and Cleanup Responsibility / Oversight
EPA has identified PRPs that could potentially undertake or support the site investigation and cleanup. EPA is currently negotiating with the PRPs to perform the site’s remedial investigation/feasibility study, which will guide the site’s cleanup.

Cleanup Progress
As a result of State of Florida consent orders (legal documents signed by a judge formalizing agreements) entered into by Sprague Electric Company in 1986 and 1987, the company has taken corrective action measures and site assessments along the southern boundary of the General Dynamics Longwood site for more than 20 years.The Sprague site is hydraulically upgradient (uphill) from the General Dynamics site. A ground water cleanup system operates at the adjacent Sprague Electric Company site. This system addresses both the upper and lower surficial aquifers along the shared border of the two sites. The system has been operating since 1997.
Enforcement Activities
EPA identified PRPs that could potentially undertake or support site investigations and cleanup. EPA is currently negotiating with the site’s PRPs to perform the site’s remedial investigation/feasibility study.
Community Involvement
EPA is working with the community and its state partner to develop a long-term cleanup plan for the site, reflecting the Agency’s commitment to safe, healthy communities and environmental protection. Community engagement and public outreach are core components of EPA program activities.
EPA will conduct a range of community involvement activities at the site to solicit community input and to ensure that the public remains informed about site activities throughout the cleanup process. Outreach efforts will include public notices and information meetings on site investigation progress and related activities.
In January 2010, the Florida Department of Health (DOH) held an open house in Longwood to discuss the Sprague Electric Company and General Dynamics Longwood sites. Community members had the opportunity to meet Florida DOH, EPA, Florida DEP and Seminole County Health Department staff and to learn more about the two adjacent sites and the health assessment process. Future Work
EPA is currently negotiating with the site’s PRPs to perform the site’s remedial investigation/feasibility study, which will guide the site’s cleanup.
