Current Site Status

The Kerr-McGee Chemical Corp – Jacksonville site includes the area where a fertilizer and pesticide company operated from 1893 to 1978. EPA placed the site on the National Priorities List (NPL) in 2010 because of contaminated soil and ground water resulting from facility operations. EPA, the Florida Department of Environmental Protection (FDEP) and Tronox, the site’s potentially responsible party (PRP), have investigated site conditions and taken steps to clean up the site in order to protect people and the environment from contamination. Site contamination does not currently threaten people living and working near the site. A water line connects residences and businesses to the public water system. By monitoring ground water, EPA, FDEP and the site’s PRP continue to protect people and the environment from site contamination.

Site Location and Background

The 31-acre site is located at 1611 Talleyrand Avenue along the western shoreline of the St. Johns River in Jacksonville, Florida. The site includes the area where a fertilizer and pesticide formulating, packaging and distribution facility operated between 1893 and 1978. The facility blended and stored chemicals used to make pesticides and fertilizers. When manufacturing operations ended, all above-ground infrastructure was demolished, with the exception of the foundations and slabs of four former buildings located on the north and east sides of the site. In 2010, EPA listed the site on the NPL.

The St. Johns River borders the site to the east, a residential area to the west, and industrial and commercial businesses to the north and south. Deer Creek flows through an undeveloped area immediately south of the site. Southeast Toyota leases the property north of the site and uses it for vehicle parking. A six-foot chain-link fence surrounds the site to prevent unauthorized entry. The site is currently undeveloped and unoccupied. Potential future uses of the site include a solar farm, a recreational area or industrial reuse.

The site is included in an area designated as an EPA Environmental Justice Showcase Community (see Jacksonville, Florida). In addition to the Kerr-McGee Chemical Corp – Jacksonville site, three additional sites located in the City of Jacksonville are being overseen by EPA’s Superfund program: Brown’s DumpJacksonville Ash and Picketville Road Landfill.

Threats and Contaminants

Site investigations found contamination in ground water, soil and sediment that could potentially harm people in the area. Ground water, soil and sediment contamination resulted from waste handling practices at the site. Contaminants of concern include volatile organic compounds (VOCs), semi-volatile organic compounds, pesticides, polychlorinated biphenyls (PCBs) and metals. The contamination affected soil and ground water at the site. Contaminated sediment has also been identified where site ground water discharges to the St. Johns River.

Investigation and Cleanup Responsibility / Oversight

The site’s PRP, Tronox, initially led site investigation and cleanup activities. Since 2011, EPA has led investigation and cleanup activities in cooperation with FDEP.

Site Cleanup Plan

From 1984 to 2005, the site PRP conducted several studies to identify contamination. The PRP identified cleanup options to address site contamination in 2008. EPA plans to issue a cleanup plan (a Record of Decision, or ROD) in 2014.

Enforcement Activities

EPA negotiated legal agreements with the site PRP to investigate and clean up the site. In 2011, Tronox relinquished ownership of the site and created a Multistate Environmental Response Trust. The Trustee, The Greenfield Environmental Multistate Trust LLC, provides funding and works with EPA and FDEP to clean up the site.

Community Involvement

EPA is working with the community and its state partner to develop a long-term cleanup plan for the site, reflecting the Agency’s commitment to safe, healthy communities and environmental protection. Community engagement and public outreach are core components of EPA program activities.

EPA is conducting a range of community involvement activities at the site to solicit community input and to make sure the public remains informed about site activities throughout the cleanup process. Outreach efforts include public notices and information meetings.

Future Work

EPA, in collaboration with the site’s Trustee, The Greenfield Environmental Multistate Trust LLC, will continue to maintain the site and monitor ground water.

EPA plans to issue a site cleanup plan (ROD) in 2014.
