Site Background
The Jadco-Hughes Facility site occupies six acres of land in Belmont, Gaston County, North Carolina. From 1971 to 1975, C.A. Hughes operated a solvent reclamation and storage facility at the site. Workers reprocessed chemical waste from industries to recover whatever could be resold, storing the residues on the site. In 1975, Jadco, another company, leased the site, equipment, and operation. A large quantity of chemical waste drums, in various stages of decay, had accumulated on the property by the time operation ceased in late 1975.
Threats and Contaminants
Spills and leaks from former site operations resulted in contamination of the soil and ground water, predominantly with organic solvents and heavy metals.
Roughly 40 to 50 residences lie within a 1,000-foot radius of the site. All homes have access to public water supply; however some residents may still be using water from private wells. A ditch that drains the site flows into the Catawba River, and Belmont's drinking water intake is 2.5 miles downstream from the confluence of the river and ditch.
Site Cleanup Plan
The Record of Decision (ROD) for the site was issued in 1990. Major cleanup elements for the site included:
- Soil vapor extraction and treatment of air stream with carbon adsorption.
- Soil flushing with uncontaminated water after soil vapor extraction is complete.
- Ground water extraction and treatment with aeration to reduce volatile organic compound (VOC) concentrations. Treated ground water discharged to Belmont's publicly owned treatment works.
- Implementation of deed restrictions, including institutional controls on the use of the property and the use of the ground water beneath the site.
- Restriction of site access by constructing a permanent fence along the site perimeter.
- Periodic monitoring of ground water and surface water to assess any changes or trends in contamination.
Cleanup Progress
By 1978, 18,000 drums of waste were removed from the site, contaminated soils were placed in an unlined landfill on site, and the site was regraded. In 1983, bulk storage tanks and other drums were removed.
Construction of the selected remedy from the 1990 ROD was completed in December of 1996.
Site cleanup activities are being led primarily by potentially responsible parties (PRPs) with oversight by EPA.
Enforcement Activities
In 1986, EPA entered into an Administrative Order on Consent with PRPs for a remedial investigation and feasibility study.
In 1990, EPA entered into a Unilateral Administrative Order with PRPs for remedial design and remedial action.
Community Involvement
EPA has conducted a range of community involvement activities at the Jadco-Hughes Facility site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities have included public notices, interviews, and public meetings on cleanup activities and updates.
Future Work
This site is subject to Five-Year Reviews (FYRs). The third FYR for this site is anticipated to be completed in September 2011.
