Current Site Status
The Geiger (C & M Oil) site includes the area where operations stored and incinerated waste oil from 1969 to 1974. EPA placed the site on the National Priorities List (NPL) in 1984 because of contaminated ground water and soil resulting from operations. EPA and the South Carolina Department of Health and Environmental Control (SCDHEC) have investigated site conditions and taken steps to clean up the site in order to protect people and the environment from contamination. Site contamination does not currently threaten people living and working near the site. By monitoring the site, placing institutional controls on the site property and undertaking Five-Year Reviews, EPA and SCDHEC continue to protect people and the environment from site contamination.
Site Location and Background
The 1.5-acre site is located on Highway 162 in Hollywood (formerly Rantowles), 10 miles west of Charleston in Charleston County, South Carolina. The site includes a triangular area of land. Two ponds and a forested area border the site. The site’s broader surroundings include forested areas and rural residential areas.
From 1969 to 1974, Adams Run Services, Inc. incinerated waste oil at the site. Operations used eight unlined lagoons on site to hold waste oil. In 1984, EPA listed the site on the NPL. Currently, Pile Drivers, Inc. owns the site property and operates an office and stores equipment on site. The site can support industrial land uses.
Threats and Contaminants
Site investigations found contamination in ground water and soil that could potentially harm people in the area. Contamination resulted from operations at the site. Contaminants of concern include volatile organic compounds (VOCs), lead and chromium.
EPA has address ground water and soil contamination at the site.
EPA has placed institutional controls on the site property to prohibit disturbance of the capped area on site. EPA has also placed a fence around the capped area.
Investigation and Cleanup Responsibility / Oversight
EPA led site investigation and cleanup activities in cooperation with SCDHEC. SCDHEC leads site operation and maintenance activities.
Site Cleanup Plan
In 1987, EPA issued a cleanup plan (a Record of Decision, or ROD) for the site. The plan included the following activities:
- Using an on-site pump-and-treat system to address contaminated ground water.
- Discharging treated ground water.
- Digging up contaminated soil.
- Stabilizing and solidifying contaminated soil.
- Treating contaminated soil on site.
- Backfilling treated soil into dug-up areas.
In 1993, EPA issued an amendment to the cleanup plan (a ROD Amendment) for the site. The amended plan removed on-site treatment of contaminated soil from site cleanup activities.
In 1998, EPA issued a second amendment to the cleanup plan (a ROD Amendment) to change ground water treatment to monitored natural attenuation.
Cleanup Progress
In 1993 and 1994, EPA stabilized and solidified contaminated soil at the site.
In 2004, EPA installed and sampled temporary wells to evaluate ground water contamination. EPA also abandoned and decommissioned several wells where the Agency did not identify contamination.
The site’s third Five-Year Review, completed in 2009, found that the cleanup protects people and the environment in the short term. The Five-Year Review recommended additional work in order for the cleanup to be protective over the long term. EPA is following-up on the Five-Year Review recommendations.
Summaries of cleanup activities are also available in Five-Year Reviews online.
Enforcement Activities
EPA initially used federal funds for site cleanup activities. In 2000, EPA entered into a legal agreement with potentially responsible parties (PRPs) Charleston Packaging Co. and Textron Inc. This agreement resulted in the reimbursement of $55,654 to the Superfund program and placement of $5,626 into a special account for future site cleanup actions. In 2000, EPA also entered into legal agreement with the remaining PRPs. This agreement resulted in the reimbursement of $5,295,156 to the Superfund program and the placement of $535,249 into a special account for future site cleanup actions.
RODs and Five-Year Reviews online provide information on specific legal agreements for the site.
Community Involvement
EPA worked with the community and its state partner to develop a long-term cleanup plan for the site, reflecting the Agency’s commitment to safe, healthy communities and environmental protection. Community engagement and public outreach are core components of EPA program activities.
EPA has conducted a range of community involvement activities to solicit community input and to make sure the public remains informed about site activities throughout the cleanup process. Outreach efforts have included public notices, interviews and public meetings.
Future Work
EPA continues to monitor site conditions.
SCDHEC continues to conduct operation and maintenance activities at the site.
EPA completed the last Five-Year Review in 2009 and plans to complete the next Five-Year Review in 2014.
