Current Site Status
The Leonard Chemical Co., Inc. site includes the area where Leonard Chemical Company operated a waste treatment facility from the late 1960s to 1982. The Environmental Protection Agency (EPA) placed the Site on the National Priorities List (NPL) in 1984 because of contaminated soil, ground water and liquid waste resulting from facility operations. EPA, the South Carolina Department of Health and Environmental Control (SCDHEC) and the site’s potentially responsible parties (PRPs) have investigated site conditions and taken steps to clean up the Site in order to protect people and the environment from contamination. Site contamination does not currently threaten people living and working near the Site. By treating ground water, EPA, SCDHEC and the site’s PRPs continue to protect people and the environment from site contamination.
The 7-acre site is located in a rural area of Rock Hill on Cureton Ferry Road, near Highway 697, approximately one half-mile east of Catawba, York County, South Carolina. A rail line borders the Site to the north, industrial land uses border the Site to the south, Ferry Branch Creek borders the Site to the east, and undeveloped land borders the Site to the west. The site’s broader surroundings include agricultural and industrial land uses and forested areas.
The Site includes the area where Leonard Chemical Company operated a hazardous waste treatment facility from the late 1960s to 1982. Operations included separating wastes through boiling and placing residues from this process in various locations on site. Operations left approximately 3,400 drums and 11,500 gallons of chemicals on site, including solvents, printing inks, polyester solids, wastes resulting from solvent boiling and filters for paint, water and fiberglass. In 1984, EPA listed the Site on the NPL.
The Site is not in use. Fencing surrounds the site and restricts access. Following cleanup activities, the site will be able to support industrial and residential uses.
Site investigations found contamination in soil, ground water and liquid waste that could potentially harm people in the area. Contamination resulted from operations and waste handling practices at the site. Contaminants of concern include metals, polycyclic aromatic hydrocarbons (PAHs) and volatile organic compounds (VOCs).
Investigation and Cleanup Responsibility / Oversight
The site’s PRPs lead site investigation and cleanup activities, with oversight provided by EPA and SCDHEC.
Site Cleanup Plan
In 1990, EPA issued a cleanup plan (a Record of Decision, or ROD) for the Site. The plan included the following activities:
- Digging up contaminated soil.
- Treating contaminated soil on site.
- Disposing of contaminated soil at an off-site facility.
- Treating ground water on site.
- Constructing a treatment fence to prevent off-site migration of ground water contamination.
- Monitoring ground water to ensure the effectiveness of the treatment and barrier remedies.
- Placing institutional controls on the site property to temporarily restrict installation of drinking water wells and residential land uses.
In 2003, EPA issued an Explanation of Significant Differences (ESD) to update the remedial goals (RGs) for subsurface soil constituents based on site-specific leach tests conducted by the PRPs and reviewed by EPA. The potential for this change was noted in the ROD.
In 1983, the PRPs retained a contractor to remove wastes from the site, under the oversight of the SCDHEC. Approximately 80% of surface wastes were removed in this removal action.
In 1984, the PRP group conducted a remedial investigation (RI) of the Site including monitoring well installation and sampling, subsurface soil sampling, and stream and sediment sampling. Additional field work was conducted to determine the extent of ground-water contamination both on and off site.
The final remedial design (RD) for phase I was completed in March 2009 and a remedial action (RA) workplan was submitted to EPA in summer 2009. In July 2010 18” of surface soil was excavated from three locations referred to as Area 1, Area 2, and Area 3. These areas were backfilled with clean soil. In September 2010 Phase I of the Air Sparge (AS)/Soil Vapor Extraction (SVE) System was installed to include a treatment fence in the southeastern corner of the Site. The first Quarterly Performance Monitoring Event was December 2010/ January 2011. The 13th Quarterly Performance Monitoring Event was conducted in January 2014.
The 100% RD for Phase II was completed in January 2014. The pre-construction conference is scheduled to be held June 24, 2014. Phase II Site clearing activities will begin on June 30, 2014. Phase I AS/SVE System will be shut down on July 14, 2014 as new wells are installed for the system expansion. The entire system is scheduled to be online in December 2014.
EPA negotiated legal agreements with the Site’s PRPs to investigate and clean up the site. The PRPs continue to fund site cleanup, monitoring and oversight activities.
Under a 1983 court order, Leonard Chemical Company cannot resume site operations without prior approval of SCDHEC.
On December 13, 1990, EPA issued an Administrative Order on Consent (AOC) to the PRPs for performance of a Remedial Investigation and Feasibility Study (RI/FS).
In July 1991, a Consent Decree (CD) was entered by the Court triggering the initialization of field investigations by PRP contractors.
In November 2004, a CD was entered with the Leonard Chemical PRP Group for RD/RA.
March 2013, an AOC was signed between the EPA and the PRPs that did not sign onto the 2004 CD, to settle the EPA's past cost.
EPA is working with the community and its state partner to develop a long-term cleanup plan for the site, reflecting the Agency’s commitment to safe, healthy communities and environmental protection. Community engagement and public outreach are core components of EPA program activities.
EPA plans to conduct a range of community involvement activities to solicit community input and to make sure the public remains informed about site activities throughout the cleanup process. Outreach efforts include public notices, interviews and public meetings on cleanup activities and updates.
A fact sheet was issued in May 2014 to inform the community of the progress of current cleanup activities.
The site’s PRPs begin the phase II expansion of the soil and groundwater treatment system in June 2014. The PRPs will install additional wells on site for monitoring and treatment purposes.
