NSR Policy and Guidance Database

EPA has issued a number of policy and guidance documents interpreting the New Source Review (NSR) and Prevention of Significant Deterioration (PSD) permit regulations. To help quickly locate subject matter of interest, you can search 669 EPA-issued policy and guidance documents online or by downloading the compilation. A sortable index is also available by title, author, and date.

The download version provides powerful search capabilities not available online. You must have the Adobe Acrobat Reader, with the search plug-in, installed on your computer. To install and use the database, follow the instructions below.

Installing from a .zip file:

  1. Create a directory or folder on your personal computer or network drive in the location you want to maintain the database.

  2. Download nsrpg2014.zip (91 Mb).

  3. Unzip the zip file and restore/create the directory structure stored in the zip file into the directory you created in Step 1.

  4. Delete nsrpg2014.zip from your computer.

  5. See the instructions for using the database.

Installing from a self-extracting executable:

  1. Create a directory or folder on your personal computer or network drive in the location you want to maintain the database.

  2. Download nsrpg2014.exe (91 Mb) to the directory created in Step 1. For example, if you download the file to the C: drive, the path used to install the database will be C:\nsrp&g.

  3. Execute nsrpg.exe by double clicking on its file name in Windows Explorer or File Manager.

  4. Click "Unzip" to extract the files and then close the program.

  5. Delete nsrpg2014.exe from your computer.

  6. See the instructions for using the database.

To search the database, open INTRO.PDF with Adobe Acrobat and follow the instructions.

Other NSR Policy & Guidance Resources

From May, 1976, to February, 1983, the Stationary Source Compliance Division compiled PSD and NNSR Abstracts. These compendiums provide an overview of older PSD and Nonattainment Area related determinations in brief question and answer format. As of May, 2010, most of the documents in the abstracts have not been scanned into the database.
