RECORD OF DECISION - Annapolis Lead Mine Site, Annapolis, Missouri
INTRODUCTION
The U.S. Environmental Protection Agency (EPA) Region 7 has signed a Record of Decision (ROD) for the Annapolis Lead Mine Site in Annapolis, Iron County, Missouri. This document presents the selected remedial alternative for addressing mine wastes at Operable Unit 1 (OU-1) at the site. This decision was chosen in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) under the Superfund Law. The ROD was signed on September 30, 2005.
EPA has coordinated selection of this remedial action with the Missouri Department of Natural Resources (MDNR). The state of Missouri concurs with the selected remedy.
EPA announced a Proposed Plan and Public Meeting for the Annapolis Lead Mine Site. EPA received comments on the Proposed Plan at the public meeting. A comment period ran from August 25, 2005 - September 23, 2005, to allow for additional comments from the public. There were no additional comments.
After EPA’s review of public comments on the Proposed Plan, a final decision was made on the remedy for OU-1, and EPA published a ROD. The ROD includes EPA’s selected remedy and a summary of EPA’s responses to the comments received during the public comment period.
IMPACT OF CONTAMINATION
EPA will address actual or threatened releases of hazardous substances from the site to prevent imminent and substantial endangerment to public health, welfare and the environment. This action will be done through implementing the response action selected in the ROD for OU-1.
SELECTED REMEDY
The selected remedy deals with the control of mining and milling wastes, soil, and selected sediments contaminated with metals from past mining activities at the Site. This cleanup action is one part of EPA’s overall efforts under Superfund to deal with environmental contamination resulting from historic lead mining operations at the Annapolis Lead Mine. Cleanup activities of the original tailings pile have already occurred, and are nearly complete. EPA believes that the selected remedy for OU-1 is protective of human health and the environment. The major components of the selected remedy are:
- Phosphate – Add phosphate to suitable floodplain soils during the dry season to improve density of vegetation and reduce bioavailability of lead to terrestrial receptors. Areas of application will be selected during the Remedial Design phase.
- Sutton Branch Creek – Sediments that are contaminated, exposed and in selected areas will be removed from Sutton Branch Creek, placed in the existing repository, and capped with a soil cover. Also, the channel will be stabilized with large rock and/or other material to prevent wash-outs and stream channel meandering.
- Institutional Controls – Institutional controls will be implemented to restrict/prohibit contact with contaminated soils, sediments and tailings.
- Monitoring – Annual monitoring will be performed to determine remedial effectiveness. Regular water quality monitoring will be done by MDNR at established monitoring stations, pursuant to the Clean Water Act.
- Mining wastes in heavily forested, thickly vegetated areas, such as the riparian buffer, will not be subject to excavation, consolidation, or capping.
- MDNR will manage post-removal maintenance of the protective cover consistent with all federal and state laws.
