Future Land Use Framework Report Presented to Herculaneum Board of Aldermen - Herculaneum Lead Smelter Site, Herculaneum, Missouri

INTRODUCTION

The U.S. Environmental Protection Agency (EPA) Region 7 will present the Future Land Use Framework for the Voluntary Property Purchase Plan Area report to the Herculaneum Board of Aldermen during the City Council meeting scheduled at 7 p.m. on October 23, 2006, at Herculaneum City Hall.

The report is the product of a six-month community planning process that was funded by EPA Region 7. A 17-member community-based Future Land Use Committee was integral to this planning process and was supported by representatives from EPA, the Missouri Department of Natural Resources (MDNR), the Missouri Department of Health and Senior Services, and the Agency for Toxic Substances Disease Registry.
 
SITE BACKGROUND

Since 2001, EPA, MDNR and The Doe Run Company have addressed lead contamination in Herculaneum through a series of actions which have included residential soil replacements, home interior cleanups, and a voluntary residential buyout program. EPA and MDNR continue to work with Doe Run to address stabilization, erosion control, flood protection, stormwater collection and treatment, and wetland mitigation related to the slag pile area at the site. EPA and MDNR are also working with  Doe Run to address soil recontamination of residences near the smelter and contamination along city haul routes. Finally, the State Implementation Plan for Herculaneum is currently in the process of being revised in order to identify measures to bring the area into compliance with the National Ambient Air Quality Standards for lead.

FUTURE LAND USES
 
EPA's primary responsibility at Superfund sites is protection of human health and the environment. Since 1995, it has also been EPA policy to consider reasonably anticipated future land uses when making remedy decisions at Superfund sites so that the remediation of Superfund sites can allow for the safe reuse of a site for commercial, recreational, ecological and other uses.

In 2006, the City of Herculaneum received assistance from EPA's Superfund Redevelopment Initiative to undertake a community-based planning process to develop future land use recommendations for the 130-acre Voluntary Property Purchase Plan Area (VPPPA) at the Herculaneum Lead Smelter Superfund Site.

This planning process has concluded with the issuance of the Future Land Use Framework. The recommendations and site reuse strategy presented in the Framework are intended to influence remedial plans for the VPPPA. The Framework is also offered as a resource to assist the local community with ongoing future planning efforts.

REPORT COMPONENTS

The report presents reuse guidelines and a reuse strategy. The document provides an overview of the community planning process and highlights future land use considerations, opportunities, and challenges that may be considered as the VPPPA properties transition from residential to nonresidential land uses.The Framework includes several scenarios for potential reuse including:

The report concludes with a list of public and private sector resources that could provide funding, technical assistance, and training to help facilitate implementation of the Future Land Use Framework for the Herculaneum VPPPA.
