Record of Decision Issued, Ogallala Ground Water Superfund Site OU2, Ogallala, Nebraska

INTRODUCTION

The U.S. Environmental Protection Agency (EPA) has released a Record of Decision (ROD) that addresses ground water contamination at the Ogallala Ground Water Superfund Site OU2 in Ogallala, Nebraska. This action is being taken under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), also known as the Superfund law. The ROD was signed on February 3, 2006.

EPA was available to take public comments on the Proposed Plan at a public meeting on October 27, 2005. No written comments were received during the public meeting. EPA recommended specific actions in the Proposed Plan to address both the ground water and soil contamination. EPA and the Nebraska Department of Environmental Quality concurred on the preferred alternative in the Proposed Plan

After the comment period closed, EPA selected a remedy, as documented in the Record of Decision (ROD). The ROD includes a summary of EPA’s responses to comments received during the public comment period.

ABOUT THE CONTAMINATION

Perchloroethylene/tetrachloroethylene (PCE) is the only contaminant of concern at the site. PCE is a chlorinated hydrocarbon solvent. PCE is commonly used in dry-cleaning fluid, spot removers, and degreasers.

SELECTED REMEDIES

EPA’s preferred alternative for the Ogallala Ground Water Contamination site as presented in the proposed plan is In-Situ Chemical Oxidation. This is the same response action which EPA performed as a removal action to reduce the threat of indoor exposure from January 2003 to August 2005. The goal of this alternative would be to reduce contamination in the ground water to the preliminary remediation goal for PCE which is 5 ug/l.
