Off-Site Sampling Activities, Carter Carburetor Site, St. Louis, Missouri


EPA Region 7 will host a public meeting from 7 p.m. to 9 p.m. on Tuesday, April 12, 2011, at the Herbert Hoover Boys and Girls Club, 2901 North Grand Avenue, St. Louis, Mo., to share information and answer questions about its proposed off-site environmental sampling activities adjacent to the Carter Carburetor Site. The proposed off-site sampling will be conducted to determine if contamination at the site has migrated to nearby properties and is posing risks to human health or the environment.


The Carter Carburetor Site, a large industrial property at 2800 to 2840 North Spring Street, in north St. Louis, Mo., is a former gasoline and diesel carburetor manufacturing plant. The facility was in operation from the 1930s until it closed in 1984. Investigations have found unacceptable levels of polychlorinated biphenyls (PCBs), trichloroethylene (TCE), and asbestos at the site.

In 1997, ACF Industries, Inc., a former owner of the property, conducted a time-critical removal action to address areas of the site where contamination was most severe. As part of that action, ACF demolished and disposed of three buildings and removed PCB-contaminated soil and debris. Since then, under orders from EPA, the company has prepared an Engineering Evaluation and Cost Analysis (EE/CA) report, which identified and evaluated cleanup options for the remainder of the site, based on three primary criteria: effectiveness, implementability, and cost. EPA has reviewed the report and has gathered public comments, prepared responses to public comments, and has selected a removal action for the site. The proposed off-site sampling activities will not interfere with progress toward a comprehensive environmental remedy for the Carter Carburetor Site.


The off-site sampling efforts will focus on three main areas: surface soil sampling, sediment sampling, and vapor intrusion air sampling. Surface soil sampling will be conducted in all directions around the site in a limited number of residential yards, schools, and open lots, to determine if PCB contamination has migrated off the site. Sediment sampling will be conducted in storm sewers just outside the site boundaries to determine if storm-water runoff has moved site contamination offsite. Vapor intrusion sampling will be conducted in certain commercial properties, residential properties, and the Herbert Hoover Boys and Girls Club to determine if TCE contaminated groundwater is causing any offsite indoor air problems.

Sampling activities are anticipated to begin in early May and should be completed within two weeks. Samples will be submitted to an analytical lab chosen by EPA. EPA should receive results from the lab within two months. Results will be provided to each respective property owner, and an overall summary report of the sampling results will be provided to the community.
