Initial Distribution System Evaluation (IDSE) Reporting
How to Complete an IDSE Report in Region 7
An Initial Distribution System Evaluation (IDSE) is used to determine where the highest levels of total trihalomethanes (TTHM) and haloacetic acids (HAA5) can be found in a water system's distribution system. All water systems that have conducted standard monitoring or completed a system specific study must prepare and submit an IDSE Report under the Stage 2 Disinfectants and Disinfection Byproducts Rule (DBPR). The IDSE Report includes the TTHM and HAA5 monitoring results from samples collected during the evaluation period and identifies monitoring locations to be used for future compliance monitoring.
Systems conduct and report their IDSE according to their schedule:
| System that serves a population, or purchases from a system that serves a population: | Schedule 1 | > 100,000 population |
| Schedule 2 | 50,000 – 99,999 | |
| Schedule 3 | 10,000 – 49,999 | |
| Schedule 4 | < 10,000 |

Select the type of report you plan to submit based on the type of IDSE you completed:
-
Standard Monitoring IDSE Report:
- Your system serves a population of at least 10,000
- Your system serves a population less than 10,000
-
System Specific Study IDSE Report:
- Existing Monitoring Results
- Hydraulic Model
Prepare a Standard Monitoring IDSE Report (if your system serves a population of at least 10,000):
- Instructions (PDF) (24 pp, 94K About PDF)
- Preparing your IDSE Report
We recommend using the first option: - Microsoft Excel template (110K) [the spreadsheets on pages 3-8 calculate locational running annual averages (LRAAs) for each site where you sampled TTHM and HAA5]
- Microsoft Word (295K) (does not calculate LRAAs)
- Adobe Acrobat (PDF) (9 pp, 47K About PDF) (does not calculate LRAAs)
- IDSE Tool [requires an active EPA Central Data Exchange (CDX) account]
Note: Please include this attachment that describes locational running annual average (LRAA) calculation procedures and the IDSE Report can be used as your Stage 2 DBPR Compliance Monitoring Plan. LRAA compliance calculation procedures (PDF) (2 pp, 156K About PDF)
Submitting your IDSE Report: Please send your completed IDSE Report form and schematic (if required) by e-mail to stage2mdbp@epa.gov or mail to:
