Targeted Brownfields Assessments (TBA)

EPA's Targeted Brownfield Assessment (TBA) program was created to help states, tribes and local communities assess the environmental condition of actual or potentially contaminated properties so the brownfield site can be cleaned up and reused.

WHAT IS A TARGETED BROWNFIELD ASSESSMENT (TBA)
AND WHO CAN APPLY?

A Targeted Brownfield Assessment may involve some or all of the following activities:

Background and historical information collection (screening survey)
Sampling site inspection to find potential or actual areas of hazardous substance contamination (on site inspection)
Analytical Report summarizing the information and data collection during the Brownfield Assessment
Screening risk assessment based on TBA findings and future land use scenarios
Development of cleanup options and evaluation of the cleanup costs associated with a redevelopment plan for a specific site

Any interested group or individual can apply for TBA help. Public and non-profit groups (e.g., cities, towns or communities-development groups) are favored if they already have redevelopment goals for a particular property. These groups should apply on behalf of a property already owned or soon-to-be owned due to tax foreclosure or "abandoned" status.

"Abandoned" properties are those where the current owner has shown no interest in the property, has not paid taxes on the property, and does not have the resources to conduct the required site assessment work. Properties where the applicant could be considered a responsible party for any contamination onsite are not eligible for assistance under this program.

For privately owned parcels, if the redevelopment plans demonstrate a commitment to redevelop in a manner which provides a clear public benefit, EPA Region 8 will consider the site as a candidate for TBA assistance.

Under certain circumstances, buildings containing asbestos or lead paint and properties that are contaminated with petroleum products are now eligible for assistance under this EPA program.
