EPA's Science to Achieve Results (STAR) program funds research and graduate fellowships in environmental science and engineering, including the development of a wind power assessment tool Exiting EPA (disclaimer) developed at Humboldt State University in California.

Over $2.6 billion in formula grants are now available to U.S. states, territories, local governments and Indian tribes under the Energy Efficiency and Conservation Block Grant (EECBG) Program.

Rapid Deployment Energy Efficiency (RDEE) Planning Guide (PDF) (64 pp, 523K)

Through the American Recovery and Reinvestment Act, $42 billion are being invested in climate change mitigation and research. The majority of this money is available through the Department of Energy, though EPA also has money for improving water systems. Several other agencies, such as the Department of Transportation and Housing and Urban Development have also received money which will improve infrastructure while also reducing emissions.
