Partnership Activities

Region 9's Federal Facilities Program provides compliance assistance through partnership activities, such as:


Environmental Management Review (EMR)

Executive Order 13148, entitled "Greening the Government Through Leadership in Environmental Management" is designed to ensure that the federal government integrates environmental accountability into agencies' day-to-day decision-making and long-term planning process. The Executive Order identifies goals to guide federal agencies into integrating environmental planning and accountability. EPA is responsible for providing assistance to other federal agencies and facilities in meeting the goals of this order. In 401(b) by December 31, 2005, each agency shall implement an environmental management system at all appropriate agency facilities based on size, complexity and the environmental aspects of facility operations.

EPA Region 9 can provide compliance assistance by conducting an EMR at your facility. An EMR is used to survey a facility's environmental program and its management system. It is a cooperative effort between the EPA and the federal facility to determine how well the facility has developed, implemented and maintained specific environmental management policies, which ensure compliance.

As of late 2002, Region 9 has conducted 13 EMRs in the last 4 years at federal facilities. In evaluation of the management systems, EPA has made 190 recommendations on how the facilities may be able to improve their EMS. To date the After their EMRs, these facilities have implemented or committed to implement 147 of the recommendation (77%).

Pollution Prevention Assessment

Pollution Prevention aims at preventing the release of contaminant, hazardous or otherwise polluting agents at their source in order to reduce the risk to public health and the environment. To achieve this, EPA conducts assessments of facilities can be conducted,which to evaluate the facility's current pollution rate, and suggests strategies that lead to reduce pollution reduction.

Greening the Government

RCRA 6002 requires federal facilities to develop and implement a system where they purchase and use recycled materials in their daily activities. There are currently 54 designated products ranging from office materials to landscaping products.

To help assist facilities in this transition, the Environmentally Preferable Products project was created under Executive Order 13101. The EPP project is a federal-wide program that encourages and assists Executive agencies in the purchasing of environmentally preferable products and services.

Training Opportunities (Workshops & Conferences)

FFCP realizes one of the most important avenues for the exchange of environmentally important information is through discussion of concepts and ideas. To encourage this exchange the FFCP and U.S. EPA hold a number of workshops and conferences throughout the year.
