The purpose of the Urban & Community Forestry Program is to plan for and manage trees and related natural resources in the communities of American Samoa. The goal of the Urban & Community Forestry Program is to ensure the long-term presence and health of desirable trees and plants in human settlements, and to maintain the surrounding human/nature balance to enhance the local quality of life. This goal is to be achieved by developing a strong base of support for this program through development and training of village (community) groups and community organizations such as churches and schools through conducting education demonstration, technical assistance and other outreach activities designed to foster environmental and ecological awareness.

This will be the second year of this Cooperative Forestry Program for the Federated States of Micronesia (FSM). Each state (Chuuk, Kosrae, Pohnpei and Yap) will form an Urban & Community Forestry Council, prepare a Urban & Community Forestry strategic plan and implement some priority projects with their communities of interest. The goals of each state include: Chuuk - community watershed management, mangrove restoration, food security; Kosrae - community coastal restoration (95% of people live on the coastline, which is 85% eroding), and support of ecotourism that tends to conserve forests; Pohnpei - community watershed management through Participatory Resource Appraisals, to mark watershed boundaries, and implement Council projects; Yap - mobilize community volunteers to afforest degraded grasslands, and reinforce natural resources education to rationalize sound land use, and support of native trees. Strategic planning for natural resources management has been recently completed in all four states, with high-level participation and commitment; leaner agencies are eager to explore new ways of doing business with partners and communities; the Urban & Community Forestry Program is an idea whose time has arrived in the Federated States of Micronesia.

The Urban & Community Forestry Program plays a major role in enhancing the quality of life of the residents of Guam through educating the public on the importance in achieving a balance of the social, economic and environmental needs of the island. The overall goal of the Urban & Community Forestry Program is to promote a sustainable ecosystem in the urban setting through sound leadership and active community participation. A healthy community is a reflection of the state of its environment. Public awareness on the importance of community involvement in planting trees has been a priority. Several community leaders and environmental interest groups are involved with the Program. The Urban & Community Forestry Program is promoting environment-friendly habits and practices by actual hands-on experience in improving the soil by composting and destroying harmful pathogens through solarization.

Urban & Community Forestry Programs
Bureau of Resources and Development
Marcello Brel, Chief Forester, Division of Agriculture
PO Box 460, Koror, Palau 96940.

Palau's communities have strong ties to their forests. Forests mean food, building materials, medicine, firewood and fiber. Through improper uses, wildfire, and poor management, degraded land has increased to 25% of the total land area. Savanna and barren lands now surround reservoirs, rivers, and lakes that supply water to communities. Palau's Urban & Community Forestry Programs are assisting states in urban, roadside and community forestry plantings. The wildlife interface is being rehabilitated to minimize fire potential. Last year's acreage of urban and community forestry plantings was approximately 10 acres.
