INTERNAL LABORATORY EPA REVIEW OF ESAT & EPA GENERATED DATA

Summary

This SOP is applicable to the final review of analytical data generated at the USEPA Region 9 Laboratory by both ESAT and EPA analysts for all EPA programs and constitutes the minimum requirements. It describes the EPA reviews of data packages which normally consist of a case narrative, raw data, QC summaries, results spreadsheets, copies of log book entries, and chain of custody records. The reviews are performed by EPA personnel prior to preparation and issuance of a final report to the client. The contents of data packages may vary depending on program requirements, data quality objectives, or agreement with the client. All reviews must be performed by qualified EPA personnel only. For ESAT generated data, the final laboratory review is always performed by the EPA WAM or designee as a contract oversight function. A more in depth technical review is performed by the EPA LQAO on a portion of the ESAT generated data. All EPA generated data undergoes technical review by the LQAO following internal peer review. Further review, evaluation and reporting may be performed by the Regional Quality Assurance Office at the request of the client or as a laboratory oversight function. Analytical and quality control requirements are covered in the respective analytical SOPs for the various types of analysis. These SOPs are consulted whenever reviews are performed to ensure that all quality control parameters are met and that data is properly flagged to reflect any failed quality control requirements or other issues that may render results questionable. ESAT generated data undergoes internal technical and management review prior to submission to the EPA WAM in accordance with ESAT internal review procedures and SOP #845. All EPA generated data is peer reviewed and reviewed by the EPA LQAO or designee prior to submission of the final laboratory report to the client. There are many varied types of analysis and this SOP attempts to establish a general review procedure that is applicable to all analyses.

Documentation of reviews is to be included with the complete data package file. All final laboratory reports to clients are submitted under the signature of the Laboratory Director.
