In April 1997, EPA and the Los
Angeles Regional Water Quality Control Board
(LA Regional Board) entered into a partnership to investigate sources
of the MTBE (Methyl tert Butyl Ether) pollution in the Charnock Sub-basin.
In the Los Angeles area, the LA Regional Board typically manages investigation
and cleanup of fuel releases affecting groundwater.
EPA has a national underground storage tank program. EPA developed the national regulatory program for underground storage tanks, and manages implementation of these regulations. The actual implementation of the underground storage tank program is carried out by state and local government agencies.
EPA's Pacific Southwest regional office is in San Francisco. EPA employees based in both Los Angeles and the regional office work on the complex issues related to MTBE contamination. EPA has taken on an enforcement and oversight role in the Charnock MTBE Cleanup Project.
The California Department
of Health Services' (DHS) Division of Drinking Water and Environmental
Management
plays a key role in responding to a polluted drinking water aquifer. DHS
is responsible for permitting and overseeing any treatment of water to
be served as drinking water.
