Inside Perspectives: An Analysis of EPA Region 1's College and Department of Public Works Self-Audit Initiatives
(conducted by Amy Dain and Adam Shapiro Kennedy School of Government, Harvard University)
The Kennedy School of Government investigated how the targeted use of the Self-Audit Policy by Colleges and Universities and Municipal Departments of Public Works (DPWs) was perceived by the sector participants. Specifically, they asked the following three questions:
- What motivated managers to participate (or not) in the self-audit?
- In what ways did the strategy give managers leverage to overcome barriers to compliance?
- What do managers believe the strategy accomplished?
