EPA is reopening the Brownfields grant competition for fiscal year 2004 because recent changes in the law will allow some groups and communities to be eligible for funding that had not been eligible before. The expanded eligibility is the result of the Consolidated Appropriations Act of 2004, signed into law by President Bush on Jan. 23, which temporarily relaxes one of the eligibility requirements under the Brownfields Assessment, Revolving Loan Fund and Cleanup Grant program. Specifically, the change allows eligible groups and communities to apply for Brownfields funding for use on properties that were purchased before Jan. 11, 2002. The expanded eligibility is available for this round of funding only. Under the new deadline, applications must be received by March 9, 2004. Applicants who submitted proposals by the previous Dec. 3, 2003 deadline and who satisfied all other eligibility requirements but were determined by EPA to be ineligible because the applicant purchased the Brownfield site prior to Jan. 11, 2002 enactment date of the Small Business Liability Relief and Brownfields Revitalization Act of 2001, must re-submit their proposal for consideration. Applicants who submitted proposals by the previous deadline and who meet all eligibility requirements do not have to re-submit their proposals. New proposals or a request for reconsideration of a resubmitted proposal must be received no later than 6 p.m. Eastern Standard Time March 9, 2004. Applicants must also provide a copy to the EPA Regional Brownfields Coordinator at the addresses shown in Appendix 1 of the October 2003 Proposal Guidelines.
