Sites Awaiting an NPL Decision
Sites Awaiting an NPL Decision (SAND) are sites for which site assessments have been performed, but a decision regarding NPL proposal has not been recorded. SAND sites include sites that have been assessed by the Superfund program, are now being addressed under state program authorities, or are in various stages of assessment and cleanup by federal or State agencies.
Many SAND sites are being addressed in accordance with State voluntary cleanup programs. EPA and the states are currently reviewing these sites and identifying those which should be designated "State Lead" sites, or sites whose cleanup will be overseen by the State in which it is located. Sites not qualifying for State Lead status, and therefore more appropriate candidates for listing, receive more focused resources from EPA.
Read a 1998 report on SAND sites by the General Accounting Office (GAO) that was the result of an investigation into the status of more than 3,000 sites (740 in New England) for which site assessments had been performed, but a decision regarding NPL proposal had not been recorded.
