Clean Marine Engine Voluntary Agreements

EPA Region 2 has entered into voluntary agreements with the New York State Department of Environmental Conservation, the New Jersey Department of Environmental Protection, the Empire State Marine Trades Association, the Marine Trades Association of New Jersey, the National Marine Manufacturers Association and the Marine Retailers Association of America, to promote the sale of clean marine outboard engines which emit 75 percent less air pollution, burn 35 to 50 percent less fuel, use up to 50 percent less oil, and discharge significantly less gasoline directly into the water than conventional engines. Although federal air regulations will require clean marine outboard engines by 2006, the parties to these agreements will work to ensure that 95 percent of the two- and four-stroke marine engines sold are low-polluting. The voluntary New York and New Jersey clean marine engines programs comes on the heels of other successful EPA agreements with the marine industry and state governments in New England.

The following states and their local agencies have entered into voluntary agreements with EPA.
