The Sherwin-Williams/Hilliards Creek Site is one of three sites (including the United States Avenue Burn Site and the Route 561 Dump Site) currently under an EPA 1999 Administrative Order on Consent (AOC) for Remedial Investigation/Feasibility Study (RI/FS) activities with the Sherwin-Williams Company. The Sherwin-Williams/Hilliards Creek Site, located in Gibbsboro, New Jersey was added to the National Priorities List (NPL) on March 19, 2008 due to contamination from former paint manufacturing activities.
The site comprises the former paint manufacturing plant and the waters of Hilliards Creek which flow into Kirkwood Lake. From the mid 1800s till 1977, John Lucas & Company and eventually the Sherwin-Williams Company operated a paint manufacturing facility on the property. Historic features on-site included: several former lagoons for wastewater and paint sludge settling; tank farms (large above ground storage tanks); a railroad line and spur; drum storage areas; and large-scale facility operations.
Decades of direct discharge of materials to Hilliards Creek from the lagoons, improper storage and handling resulting in spills and releases, and leaking tanks all led to widespread contamination associated with the former plant operations. High levels of various contaminants including lead, volatile and semi-volatile organic compounds were found in the soil, groundwater, and to a lesser extent, in sediments. Free-phase product containing benzene, ethylbenzene, xylene, naphthalene and 2-methylnapthalene were identified in groundwater in 1983.
The New Jersey Department of Environmental Protection (NJDEP) had several AOCs with the Sherwin-Williams Company to address remedial and sampling activities. In July 2001, the NJDEP terminated its AOCs with the Sherwin-Williams Company and transferred regulatory responsibility to EPA.
Since 2005, the Sherwin-Williams Company, with EPA oversight, has conducted remedial investigation field sampling and other related activities at this and the other two sites. The sampling activities are designed to evaluate the nature and extent of contamination. Sampling results indicate the presence of metals, particularly lead and arsenic, in the site soils (both shallow and deep), sediments, surface water and groundwater. At the completion of the RI/FS activities, a Record of Decision selecting the cleanup approach for the site will be signed by EPA.
