Wetland Program Development Grants provide recipients an opportunity to carry out projects to develop and refine comprehensive wetland programs.  

States, Tribes, local government agencies, interstate agencies, intertribal consortia and universities that are agencies of State government are eligible to apply under this announcement.

Projects must occur within the states of EPA Region 2 specifically the Commonwealth of Puerto Rico, New Jersey, New York and the US Virgin Islands.

This RFP is uniquely different from past Region 2 RFP's. States and Tribes are eligible applicants in both Tracks 1 and 2. Local governments, interstate agencies, intertribal consortia and academic institutions that are agencies of a state government are eligible in Track 2 only. EPA Region 2 does not have any approved Wetland Program Plans within the time frame of this RFP announcement. Therefore, potential Track 1 proposals should address Wetland Program Plan development. Eligible entities in eligible tracks may submit more than one application. Those must be independent submissions.

All proposals submitted under this RFP must be for projects that build or refine state/tribal/local government wetland programs in reference to EPA’s Core Elements of an Effective State and Tribal Wetlands Program Framework described at http://water.epa.gov/grants_funding/wetlands/cefintro.cfm

EPA anticipates approximately $1,702,000 in federal funding to be available for assistance agreements under this announcement. Awards will likely range from $150,000 to $500,000 in federal funding in approximately 5 to 8 awards.
Non-federal matching funds of at least 25% of the total project cost (total federal share and match) of the project are required in accordance with 40 CFR 31.24, 35.385, and 35.615. The match must be for an allowable cost and may be provided by the applicant or an eligible partner organization or institution. The match may be provided in cash or by in-kind contributions and other non-cash support.

Wetland Program Development Grants are competitive. Applicants must submit a proposal, to include a work plan and budget.  An EPA panel will review eligible proposals based on the evaluation criteria listed in the announcement with final funding decisions made by the Region 2 Selection Official.
