BACKGROUND
The Office of Enforcement, Compliance, and Environmental Justice (OECEJ), serves as the focal point for conducting and coordinating enforcement policy, national guidance and compliance assurance, developing regional multi-media enforcement actions, providing technical support, direct field work/inspections, and ensuring that all aspects of Regional operations, procedures, and activities address environmental justice concerns.

INTERNSHIP DESCRIPTION
The position supports OECEJ’s responsibility for ensuring that all aspects of Regional operations, procedures, and activities address environmental justice concerns.

Assist the EJ coordinator ensure that the region has an integrated, comprehensive approach to accomplishing the environmental justice mission of EPA and participating on national workgroups including, but not limited to, the Environmental Justice Workgroup.

Work to support geographical focused multi-media enforcement targeting and community support in areas of EJ concern, Research environmentally-focused citizens group within Region 3’s jurisdiction (Pennsylvania, Delaware, Maryland, West Virginia, and Virginia), build relationships, and create a list of contacts.  Develop informational files on communities of Environmental Justice concern that can be used by the Region.  Collect the demographic information for each community; characterize the communities, run EJSCREEN analyses of the communities, characterize Environmental Justice issues, environmental and public health concerns, identify data sources and secure environmental and public health data where possible, and produce maps, charts, graphs and other informational products that will be used in the characterizations.

DEPARTMENT:                LAND AND CHEMICALS DIVISION (LCD)

BACKGROUND
The Land and Chemicals Division (LCD) administers environmental statutes that protect our air, water and land environments, as well as the public's right-to-know about hazardous chemicals in their community. It protects the air from asbestos emissions and water and land from inefficient hazardous waste practices; conserves energy and natural resources through recycling and recovery; protects the public from pesticide misuse or contaminants; protects children from the hazards of lead-based paint and other environmental contaminants; and regulates underground storage tanks containing petroleum or hazardous substances.

INTERNSHIP DESCRIPTION
A geographic community based project to develop an Urban Model for Surplus-Food Recovery targeting the University City District (UCD) neighborhood, which was selected based in part on a rich diversity of surplus-food generators, existing composting/donation receptors, and a range of community gardens and urban farming network to build upon an existing food recovery infrastructure. Project goals include increasing basic education and awareness (i.e. culture change), using the Food Recovery Challenge to facilitate and measure surplus-food diversion activities of local businesses and institutions, and increasing the composting infrastructure through facilitation of viable permitting options for community based composting activities.   Intern will help with contacting food donors, food banks, and composters in the University District to facilitate communications and support project activities; help with presentations to organizations in the District including: hospitals, universities, trade associations, community groups; maintain and routinely update the food diversion database of food recovery challenge participants and endorsers; assist data gathering activities on the part of local community organizations; support data transfer for website updates between the EPA and UCD; maintain record of food diversions from entities in the District and help with updates to Food Recovery Challenge partners and endorsers involved with the Urban Model.

INTERNSHIP DESCRIPTION
The incumbent will work to identify practices to help identify ways to improve efficiency in RCRA Corrective Action projects, including the U.S. Navy Research Laboratory and Lockheed Martin Corporation in MD.  Additionally, the intern would assist with Green Remediation by preparing quantitative evaluation for the best management practices (BMPs) that can be selected for the cleanup of two (2) RCRA Corrective Action projects.  Additionally, the intern would assist in the development of engineering calculations and the review of design proposals for groundwater and land remediation for three (3) RCRA Corrective Action projects

DEPARTMENT:                OFFICE OF PUBLIC AFFAIRS (OPA)
                                        Region 3

BACKGROUND
The Office of Public Affairs (OPA), under the supervision of a Director and Deputy Director, is responsible for planning and implementing the Region’s programs involving communications, contacts with academic institutions, industrial, environmental, and public interest groups, and the media. OPA is responsible for developing and managing the Region's external affairs plan and communication strategies, serves as Regional focal point for customer service, and manages the Region’s environmental education program and Public Information Center.

INTERNSHIP DESCRIPTION
The student volunteer will assist OPA in conducting research for background data for press releases, assist in the development of articles and Op-Ed pieces, and help with social media and web communications including research, development and outreach.  The proposed assignment will expose the selected individual to the operation of the regional press office and social media communications.  Experience in public communications and social media applications is a plus the successful candidate should be a graduate of, or be currently enrolled, in a communications degree program.

It is also anticipated that they will be able to glean information and experience on the Agency’s regulatory and enforcement programs as well as the development of public engagement opportunities for outreach and education to the regulated community.

DEPARTMENT:                OFFICE OF STATE & CONGRESSIONAL RELATIONS (OSCR)

BACKGROUND
The Office of State and Congressional Relations (OSCR), under the supervision of a Director, is responsible for planning and implementing the Region’s programs involving congressional and state legislative relations and liaison with federal, state and local agencies representatives and their governments.

INTERNSHIP DESCRIPTION
The Student Volunteer will provide assistance to OSCR liaisons and team leader in the development of background information and data for our interactions with our state and congressional partners. This will include working with the Divisions in order to acquire recent programmatic information on sites and other agency actions to facilitate information exchange and responding to meeting requests and congressional inquiries. The individual may also need to coordinate with our headquarters office and conduct independent research on a variety of topics relevant to the Regions programs and initiatives.

 DEPARTMENT: Office of Policy and Management, Planning and Analysis Branch

BACKGROUND
The Planning and Analysis Branch (PAB) is responsible for planning, implementing, and supporting various Regional programs involving management activities, planning and accountability, and the Region’s State Performance Partnership Program. PAB also oversees the implementation of the Region’s Continuity of Operations Plan (COOP), and serve as in-house consultants for a variety of organizational studies for both divisional and Region-wide projects.  

INTERNSHIP DESCRIPTION
The student volunteer will provide assistance to PAB staff on a variety of projects including support of the Region’s Mobile Workforce and Sustainability efforts, State Partnering, and other planning activities. This will include working with our Headquarters and Divisional points of contact as well as interacting with the Region’s Senior Leadership Team. The individual may also need to conduct independent research on a variety of topics relevant to the Regions programs and initiatives.
