Oil Pollution Act (OPA) Administrative Orders

The following page contains administrative orders and supporting documentation for OPA enforcement actions initiated in the EPA Region 4, RCRA Division.   The purpose of posting these orders is to inform the public of actions being taken by EPA Region 4 against facilities for violations of Section 311 of the Clean Water Act. The types of administrative orders included on this page are as follows:

OPA Section 311 “Discharge” Orders - Issued by EPA requiring a facility to pay penalties when the facility has discharged oil or the reportable quantity of another hazardous substance to waters of the United States.

OPA Section 311 “Spill Prevention, Control and Countermeasures” Orders - Issued by EPA when an owner, operator, or person in charge of an onshore facility fails to establish procedures to prevent and contain discharges of oil to waters of the United States.
