Current Site Status
The Aberdeen Contaminated Ground Water site includes an area of contaminated ground water east of U.S. Highway 1 in Aberdeen, Moore County, North Carolina. EPA placed the site on the National Priorities List (NPL) in 2008. EPA and the North Carolina Department of Environment and Natural Resources (NCDENR) have investigated site conditions and taken steps to clean up the site in order to protect people and the environment from contamination. Site contamination does not currently threaten people living and working near the site. By designing a cleanup plan, EPA and NCDENR continue to protect people and the environment from site contamination.
The site is located along N.C. State Highway 211, approximately 1.5 miles east of U.S. Highway 1 in Aberdeen, Moore County, North Carolina. The area of investigation is 1.3 square miles in size. There are several areas of ground water contamination discovered in 1990 that make up the site: the Geigy Chemical Corporation Superfund site located along Highway 211 and Lockey Drive, the Crestline Contaminated Well Emergency Response site (formerly known as the Route 211 Contaminated Well Site), the former Lee Paving Company property and the former Powder Metal Products (PMP) facility. The Aberdeen Pesticide Dumps Superfund site is located approximately 2.5 miles northwest of the site.
The 26.8-acre Powder Metals Products facility is the most likely potential source of the ground water contamination. From 1980 to 1995, Powder Metals Products made machine parts at its facility. In 1995, PMP sold the property to Diamond Exhaust & Equipment, which operated the facility as a wholesale automotive exhaust parts distribution center. It is not known whether Diamond Exhaust & Equipment used any chemicals or solvents (substances used to dissolve other substances). Diamond Exhaust & Equipment sold the property to CALCO Enterprises, a company providing mechanical services.
Site investigations found contamination in ground water that could potentially harm people in the area. EPA has not yet identified the source of the contamination. Contaminant of concern include trichloroethylene (TCE). Ground water contamination from pesticides associated with the Geigy Chemical Corporation Superfund site has mixed with ground water contamination associated with the site.
EPA assessed whether residents or workers might be at risk from harmful ground water vapors in buildings. EPA found that vapor intrusion did not pose a threat to residents and workers.
In 2012, the Town of Aberdeen took supply well #5 out of service due to the persistent elevated concentrations of TCE being detected in the water supplied by this well.
Investigation and Cleanup Responsibility / Oversight
EPA leads site investigation and cleanup activities in cooperation with NCDENR. Using federal money, EPA completed the Remedial Investigation and Feasibility Study for the site in 2012 and issued an Interim Record of Decision (ROD) in March 2012.
Site Cleanup Plan
The March 2012 Interim ROD detailed the site cleanup plan. The interim site cleanup included two components: 1) the installation and operation of wellhead treatment systems on Town of Aberdeen public water supply wells #5 and #9 and 2) the construction and operation of a pump-and-treat system to address the plume at large. The Aberdeen Contaminated Groundwater site TCE plume and the pesticide plume associated with the Geigy Chemical Corporation Superfund site have become co-mingled; therefore, these proposed treatment systems would need to remove both of these contaminants. The TCE plume is approximately 220 acres in size.
In 2013, the Agency in consultation with NCDENR decided to divide the site into two operable units. The future ROD for Operable Unit (OU) 1 will address Town of Aberdeen public supply wells #5 and #9. The future ROD for OU 2 will address the cleanup of the plume at large.
In 2009, EPA conducted short-term cleanup activities, including pumping out a septic tank thought to be contributing to ground water contamination. More information about this removal activity is available on EPA OSC.net.
EPA has identified the following entities as potentially responsible parties (PRPs) for the site: Calco Enterprises; Lee Paving Company; Powder Metal Products, Inc.; North Carolina Department of Transportation (NCDOT); and the PRPs associated with the Geigy Chemical Corporation Superfund Site. EPA has used federal funding to conduct the Remedial Investigation and Feasibility Study and complete the Remedial Design for the 2012 Interim ROD.
EPA is working with the community and its state partner to develop a long-term cleanup plan for the site, reflecting the Agency’s commitment to safe, healthy communities and environmental protection. Community engagement and public outreach are core components of EPA program activities.
EPA is conducting a range of community involvement activities to solicit community input and to make sure the public remains informed about site activities throughout the cleanup process. Outreach efforts include public notices and information meetings.
In 2009, EPA hosted a “kickoff” meeting for the site investigation. In 2011, EPA hosted a meeting to discuss the site’s proposed interim cleanup plan.
EPA will hold another public meeting to solicit public input on the proposed cleanup plan for OU 1.
EPA will prepare a Proposed Plan that will evaluate the potential cleanup alternatives for OU 1. The two alternatives to be compared in the Proposed Plan are the installation and operation of wellhead treatment systems on Town of Aberdeen public water supply wells #5 and #9 and the installation of new supply wells that will provide equivalent water capacity as supplied by wells #5 and #9.
EPA will issue a Proposed Plan that will evaluate the cleanup alternatives for OU 2 – the plume at large.
Remedial design activities will be completed after the OU 1 ROD is issued.
