Site Background
The Alabama Plating site is located in Shelby County, Alabama at the northeast corner of Highway 231 North and Highway 60 in the Town of Vincent. The site is comprised of approximately six acres, including 4.33 acres north, and 1.35 acres south of Highway 60. Approximately 800 residents reside within a one mile radius.
Facility operations included cadmium, copper, and zinc electroplating, and hot-dip galvanizing. Operations were conducted from 1956 to 1996. These operations generated waste containing zinc, cadmium, copper, lead, and other heavy metals generated as a result of the plating operations. Alabama Department of Environmental Management (ADEM) referred the site as an abandoned facility to EPA. The facility was proposed for listing to the National Priorities List (NPL) in August 2000.Threats and Contaminants
The site is being proposed to the NPL based on evidence that cyanide and metals, including arsenic, cadmium, chromium, copper, lead, nickel, and zinc, have impacted a recreational fishery and the ground water underlying the facility and have the potential to migrate to a major drinking water source.
Site Cleanup Plan
Ground water sampling is currently underway to characterize any remaining risk to ground water. Pending the results of the ground water sampling, the site may be de-proposed from the NPL or finalized to the NPL. A decision is expected in late 2009. If the Alabama Plating site is ultimately listed as final, a site cleanup plan to address long-term ground water cleanup concerns may be developed and formalized in a Record of Decision.
Cleanup Progress
From late-1998 to mid-2000, EPA conducted multiple time critical removal actions in which various buildings and all contaminated soil were removed. Site cleanup activities are being led primarily by EPA.
Enforcement Activities
In March 1986, ADEM ordered that all discharge of wastewater from the Alabama Plating facility’s treatment system cease due to the facility's continued violations of permit conditions.
Subsequently, ADEM ordered the Alabama Plating facility to clean up the wastewater discharge ditch and install 21 monitoring wells to determine the horizontal and vertical extent of ground water contamination.Community Involvement
EPA has conducted a range of community involvement activities at the Alabama Plating site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities have included public notices and information meetings on cleanup progress and activities.
Future Work
