Site Description:
- The Anniston PCB site is located primarily in Calhoun County, Alabama.
- The site is defined as the area where hazardous substances, including PCBs (associated with the historical and ongoing operations of the Anniston plant by Solutia Inc., Monsanto Company, Pharmacia Corp. and their predecessors) have come to be located.
- The site includes the operating facility, the residential and non-residential area around the facility and along Snow Creek (approximately 5 miles), and the creek and floodplain along Choccolocco Creek to Lake Logan Martin (approximately 37 miles).
- EPA Superfund’s assistance with the PCB problem in the Anniston, AL area was requested in 1999 by local citizens, ADEM, and the Alabama Governor.
- Negotiations with Solutia and Pharmacia (the PCB manufacturer) were memorialized in a Partial Consent Decree (CD) which was entered by the Federal court on August 4, 2003.
- The Site is not listed on the NPL, but is considered to be a Superfund Alternative Site.
- The Site includes a NTC Removal Action on residential properties and RI/FS on at least 4 Operable Units.
Current Site Status and Cleanup Actions to Date:
Operable Unit 1 – Residential (NTC Removal Action)
- Over 5000 residential properties have been surface sampled as of March 30, 2007.
- 400 require removal for PCBs in surface soil > 1 ppm
- Removal has been completed at 320 properties
- ROD (combined OU1/OU2) target FY09
- Phase I sampling data has been received.
- Phase II sampling has been conducted; waiting for results.
- ROD (combined OU1/OU2) target FY09
- Data collection complete.
- EPA has prepared draft risk assessment for OU3; currently being revised.
- Solutia prepared to finalize RI when risk assessment complete
- ROD target FY08
- Habitat Surveys being conducted.
- Phase I sampling ongoing.
- Phase II sampling should be collected in 2008.
- If needed for ECO-risk assessment, Phase III data will be collected in 2009.
- Expect CSTAG and NRRB approval will be needed.
- ROD not anticipated until FY 2012.
