Site Background
The Kerr McGee Chemical site is located at 1611 Talleyrand Avenue along the western shoreline of the St. Johns River in Duval County, Florida. The site is not listed on the National Priorities List (NPL), but is considered to be an NPL-caliber site and is being addressed through the Superfund Alternative Approach. This approach uses the same investigation and cleanup process and standards that are used for sites listed on the NPL.
The site occupies approximately 31 acres and is located within a heavily industrialized area of the City of Jacksonville. The site is bordered to the north by the Port of Jacksonville marine terminal, to the south by undeveloped property and a trucking company, to the east by the St. Johns River, and to the west by Talleyrand Avenue and a concrete aggregate recycler. Residential and commercial properties are also located near the site. The site is currently unused. A 6-foot high chain-link fence surrounds the site to prevent unauthorized entry.
From 1893 to 1978, the site was utilized as a fertilizer and pesticide formulating, packaging, and distributing facility. These operations resulted in the release of various contaminants in the soil, ground water, and ultimately the sediments in the St. Johns River.
Threats and Contaminants
From 1984 to 2005, under the jurisdiction of the Florida Department of Environmental Protection (FDEP) and EPA, the potentially responsible party (PRP) conducted several environmental studies to define the nature and extent of the site contamination. The results of these investigations revealed the presence of volatile organic compounds, semivolatile organic compounds, pesticides, polychlorinated biphenyls, and metals at concentrations exceeding FDEP and EPA cleanup standards in the soils, ground water, and sediments.
In 2005, human health and ecological risk assessments were conducted. These assessments concluded that site workers and trespassers could potentially be exposed to unacceptable cancer risk levels due to direct contact with the contaminated soils and ground water. In addition, people ingesting fish caught in the St. Johns River and Deer Creek and those ingesting ground water from the surficial aquifer may also be at risk. Wildlife at risk includes the following sensitive species: the shortnose sturgeon, the West Indian manatee, the spotted turtle, and the southeastern weasel.
Site Cleanup Plan
In 2008, EPA developed a proposed plan summarizing the preferred remedy to address the site contamination. The Record of Decision (ROD), which will present a summary of the selected cleanup action for the site, is expected to be issued in September 2009.

Cleanup Progress
Enforcement Activities
In March 2000, Kerr McGee Chemical, LLC entered into an Administrative Order on Consent with EPA to conduct a Remedial Investigation/Feasibility Study (RI/FS). The purpose of the RI/FS was to further define the nature and extent of the contamination and to evaluate potential alternatives to clean up the site. The RI and FS reports were finalized in October 2005 and June 2008 respectively.
Community Involvement
EPA is conducting a range of community involvement activities at the Kerr McGee Chemical, site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities have included site fact sheets (found below), public notices, and information meetings on cleanup progress and activities.
