Site Background:
In 1970, the Madison County Sanitary Landfill was initially owned
and operated by the City of Madison. In the early 1970's, municipalities
and several private companies specifically ITT Automotive dumped
waste material into the landfill. The elevated levels of Dichloroethane,
Dichloroethene (DCE), Trichloroethene (TCE), and Vinyl Chloride have
been detected in the Floridan Aquifer. The Remedial Investigation/Feasibility
Study (RI/FS) reports were completed in 1992. The Record of Decision
(ROD) was signed in 1992. The ROD included the following: Institutional
Controls (Deed Restrictions), construction of a Groundwater Extraction
System (Pump-and Treat), installation a clay/soil cap, the construction
of a stormwater management system, long-term groundwater monitoring,
and long-term management controls (Operations and Maintenance).
Cleanup Progress: Construction Completed
On December 30, 1996, EPA conducted a Final Inspection at the Madison
County Landfill Superfund Site. EPA found the construction of the
cap, injection and re-injection wells, and the extraction system
to be complete and functional. EPA completed the Preliminary Close-out
Report in January 1997. The Remedial Action Construction Report (Construction
Completion) was completed by the Potentially Responsible Party (PRP)
- ITT Automotive in February of 1997 and approved by EPA in March
1997. The PRP was directed to ensure that the groundwater system
was fully operation on May 1, 1997. The remedial action has been
conducted under a Unilateral Administrative Order (UAO). The site
is undergoing long-term remedial action to cleanup the Floridan Aquifer. The
last 5 Year Review was completed in September 2005. The next
5 Year Review is due in September 2010. |
