Site Background
The 11-acre Pioneer Sand Company site is an inactive quarry that was licensed as a landfill in 1974 to receive shredded auto parts, construction debris, and various industrial sludges. From the mid-1950s until 1978, the Pioneer Sand Pit was used as a borrow area for supplying sand to construct roads, buildings, and other structures. Between 1974 and 1978, phenols and resin compounds were disposed of at the site by Newport Industries (now Reichold Chemical). Domestic and industrial wastes, including plating sludges, were received from the Pensacola Naval Air Station.
The site is surrounded by a system of chain-link fences and is bounded on all sides by private property. There are no known domestic uses of ground water within the area. The land surrounding the Pioneer site consists of commercial, municipal, and residential zoned areas.Threats and Contaminants
Soil and sludge is contaminated with polychlorinated biphenyls (PCBs).
Site Cleanup Plan
The Record of Decision (ROD) for the site was signed in 1986. Major cleanup elements for the site included:
- Consolidation of stabilized sludge and soil into one sludge pond.
- Excavation and stabilization of contaminated sludge material and soil from the site sludge pond.
- Construction of a synthetic cap over the landfill and sludge materials.
- Implementation and maintenance of access controls (e.g., fencing).
- Implementation of a long-term ground water monitoring program.
- Construction of a leachate collection system.
- Construction of a methane gas collection and venting system.
Cleanup Progress
Findings during the Remedial Investigations prompted EPA to conduct an immediate removal of PCB contaminated "hotspots" at the site in August 1986. Areas of PCB concentrations greater than 50 parts per million were removed from the site.
Cleanup activities under the ROD at the site began in May 1990 and were completed in March 1991. Cleanup activities included stabilization of sludge materials under a cap, construction of a leachate collection system, construction of a methane gas collection and venting system, and long-term ground water monitoring program.
Ground water monitoring was initiated in 1991 and has continued since that time.
In 1999, a Site Closeout Report was issued to document completion of all construction activities associated with the site.
A Conservation Easement was signed by the owners of the property in 1991 placing strict limits on future use of the site that might impact the remedy. An Amended Conservation Easement was granted by the site owners to EPA in 1992.
Two Five-Year Reviews (FYR) have been developed for the site - 1999 and 2004. The second FYR concluded that the remedy is protective of human health and the environment. The third FYR is currently being developed.
Cleanup has been undertaken by the responsible parties with EPA and state oversight.
Enforcement Activities
In 1988, a Consent Decree was entered into between EPA and Reichhold Chemical whereby cleanup activities were to be designed and carried out by the responsible party with oversight by EPA and the Florida Department of Environmental Protection. The U.S. Navy is funding 50% of the remedy.
Community Involvement
EPA has conducted a range of community involvement activities at the Pioneer site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities have included public notices, interviews, and public meetings on cleanup activities and updates.
