Site Background
The Arkla Terra Property (ATP) site encompasses approximately 8 acres and is located at 11706 U.S. Highway 301 in Thonotosassa, Hillsborough County, Florida. From 1976 through 2006 the site was primarily operated as an Underground Storage Tank (UST) refurbishing facility. Solvents, including tetrachloroethylene (PCE) were used to clean the USTs prior to their repair.
Several companies, including Southeast Oil and Development Corporation (SODC, Inc.), operated at the site from 1976 through 1988; Four Star Petroleum from 1982 to 1985; PS Equipment, Inc from 1989 through 1994; Novadyne Corporation from 1986 through 1996; and Arkla Terra Inc., from 1993 through 2006. Solvents were reportedly used to clean tanks prior to repair or dismantling. Aerial photographs of the site have shown over 500 storage tanks on the property at one time, along with numerous other types of containers.
The contaminated ground water has affected as many as 117 nearby private wells. The Hillsborough County Public Health Unit has sampled over 200 private residential wells, and at least 78 of those wells contained PCE at levels exceeding state drinking water standards.
Threats and Contaminants
Threats and contaminants associated with activities at the Arkla Terra property include PCE in soil, ground water, and private drinking water wells.
Site Cleanup Plan
EPA is currently collecting data to identify and delineate subsurface soil contamination at the site. The assessment includes collecting soil gas, soil, and water samples from the site.
Cleanup Progress
The site was proposed to the NPL in August 2008 and added as a final NPL site in April 2009.
Based on the initial residential well sampling, Florida Department of Environmental Protection (DEP) provided for the installation of commercial water treatment systems to affected residents and provided approximately one million dollars to Hillsborough County to extend water lines into the affected areas and connect the residents to the municipal water supply.
The State and the County continue to sample private drinking water wells in the area on an annual basis. Results indicate that the ground water contamination is migrating and continues to impact nearby private wells.Enforcement Activities
Community Involvement
EPA will be conducting a range of community involvement activities at the Arkla Terra site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process.
Future Work
EPA will continue to identify and define the depth and width of ground water contamination at the site.
