Site Background

The Chevron Chemical Company Site is located at 3100 North Orange Blossom Trail (U.S. Highway 441) in the City of Orlando, Florida.  The site covers 4.39 acres of cleared, relatively flat terrain with grassy vegetation.  Between 1950 and 1976 a pesticide formulation plant was operated at the site.  A truck repair business operated at the site from 1978 to 1986.  The surrounding land use is mostly commercial, but there is a small residential area immediately north of the Site.  Lake Fairview is located about 700 feet northeast of the Site across Orange Blossom Trail.  Soil and groundwater were contaminated from the use of a percolation pond and other waste handling practices.  

Site Responsibility
The Site is currently being addressed by Chevron with oversight by the United States EPA and State of Florida.

Threats and Contaminants 
The contaminants at the site include pesticides, petroleum products, and organic compounds such as xylene.

Cleanup Progress  
Between 1991 and 1992, Chevron entered into an Administrative Order on Consent (AOC) with EPA to conduct a cleanup at the site.  All site structures were demolished and removed.  Almost 18,000 tons of pesticide contaminated soil was excavated and shipped offsite for proper disposal.  Groundwater encountered during the excavation was treated at the site.

In 1993, Chevron and EPA entered into another AOC to further evaluate groundwater contamination and the potential for soil contamination at the adjacent trailer park.  In 1994, Chevron conducted a cleanup at the trailer park under EPA oversight.  Approximately 230 tons of pesticide contaminated soil were excavated and shipped offsite for proper disposal.  The groundwater study was completed in 1995.  The concentrations of groundwater contaminants had generally decreased during the various sampling events and the contaminant plume had apparently ceased to move beyond its current position.  In 1996, EPA issued a Record of Decision (ROD) which determined the groundwater remedy to be monitored natural attenuation.  The ROD determined that no further action was necessary to protect human health from exposure to soil at the site or the trailer park.

In July 1997, EPA issued a Unilateral Administrative Order (UAO) to Chevron to implement the ROD.  The last monitoring well clusters were installed in October 1997.

Under the UAO, Chevron continues to monitor the groundwater biannually and submit the results to EPA for review.  

In May 2003, EPA conducted the first 5-year review of the site.  A copy of the final 5-year review report can be downloaded from the top of this web site or is available for viewing at the Edgewater Public Library, located at 5049 Edgewater Dr, Orlando, FL.

In September 2008, EPA completed its second 5-year review of the site, at which point pesticides were detected in a few wells, located north east of the site, indicating off-site migration of contaminated groundwater.  The extent and nature of the migration is currently being investigated, and a treatment study is currently underway to ensure the protectiveness of the original remedy.
