Site Background
The Chevron Chemical Co. (Ortho Division) site is located at 3100 North Orange Blossom Trail (U.S. Highway 441) in the City of Orlando, Florida. The site covers 4.39 acres of cleared, relatively flat terrain with grassy vegetation. Between 1950 and 1976 a pesticide formulation plant was operated at the site. A truck repair business operated at the site from 1978 to 1986. The surrounding land use is mostly commercial, but there is a small residential area immediately north of the site. Lake Fairview is located about 700 feet northeast of the site across Orange Blossom Trail.
Threats and Contaminants
Soil and ground water were contaminated from the use of a percolation pond and other waste handling practices.
The contaminants at the site include pesticides, petroleum products, and organic compounds such as xylene.
Site Cleanup Plan
A Record of Decision (ROD), describing the cleanup approach selected to address remaining site contamination, was issued in 1996. Major components of the cleanup approach included:
- Institutional controls to prohibit consumption of contaminated ground water until the cleanup standards have been met.
- Routine maintenance of the site including fence maintenance, grass mowing, etc.
- Natural attenuation (use of natural processes) to reduce concentrations of contaminants in ground water and quarterly ground water monitoring.
- A contingency plan, in case natural attenuation is not effective, which includes the installation of a subsurface filter wall.
The ROD determined that no further action was necessary to protect human health from exposure to soil at the site or the trailer park.
Cleanup Progress
Between 1991 and 1992, all site structures were demolished and removed during site removal actions. Almost 18,000 tons of pesticide contaminated soil were excavated and shipped off site for proper disposal. Ground water encountered during the excavation was treated at the site.
In 1994, approximately 230 tons of pesticide-contaminated soil were excavated and shipped off site for proper disposal.
In 1997, installation of ground water monitoring wells was completed.
A Five-Year Review (FYR), completed in September 2008, detected pesticides in a few wells, located northeast of the site, indicating off-site migration of contaminated ground water. The extent and nature of the migration is currently being investigated, and a treatment study is currently underway to ensure the protectiveness of the original cleanup approach.
Site cleanup activities are being led primarily by the potentially responsible party (PRP) with oversight by EPA and the State of Florida.
Enforcement Activities
Between 1991 and 1992, Chevron entered into an Administrative Order on Consent (AOC) with EPA to conduct a cleanup at the site.
In 1993, Chevron and EPA entered into another AOC to further evaluate ground water contamination and the potential for soil contamination at the adjacent trailer park.
In July 1997, EPA issued a Unilateral Administrative Order (UAO) to Chevron to implement the ROD.Community Involvement
EPA has conducted a range of community involvement activities at the Chevron Chemical Company (Ortho Division) site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities have included public notices and information meetings on cleanup progress and activities.

Future Work
Under the 1997 UAO, Chevron continues to monitor the ground water biannually and submit the results to EPA for review.
