Site Background

The 4-acre Chemform, Inc. site began as a precision machine shop manufacturing metal parts for the aerospace industry. Operations continued from 1967 to 1985, including conventional machine making as well as the manufacturing of a high-tech electro-chemical milling machine. Chemform also helped design, manufacture and market electrochemical machines for other industries in metal parts manufacturing. The main source of contamination at the site originated from the discharge of process waste waters. These waste waters, which contained metals and organic solvents, entered into an open trench to the west side of the building and into a septic system and associated leach field near the manufacturing building. These disposal practices resulted in the contamination of on-site soil and ground water.

The Chemform, Inc. site is currently bordered on the north by SW 8th Street, on the east by the another NPL site - Wilson Concepts, Inc., on the south by an industrial access road, and on the west by the Seaboard Coastline Railroad tracks. The Pompano Cypress Creek Canal lies an estimated 3,000 feet south of the site. The Canal, operated by the South Florida Water Management District, flows east toward the Biscayne Bay. The Biscayne Aquifer is underneath the site and supplies all municipal water to Broward County. Four municipal wells are located within three miles of the site and serve approximately 90,000 people.

Threats and Contaminants

Soil and ground water were found to be contaminated with vinyl chloride, heavy metals (arsenic and chromium), and other contaminants.

Site Cleanup Plan

The cleanup plan for the Chemform site covers two operable units (OUs): OU-1 (contaminated ground water) and OU-2 (soil).

The Record of Decision (ROD) for OU-1 was issued in 1992. The cleanup approach for contaminated ground water was “No Further Action with Monitoring,” meaning no further cleanup was necessary at the time for ground water to remain protective of human health and the environment. The cleanup plan for OU-1 also called for the installation of additional monitoring wells and quarterly ground water sampling for at least one year.

The Record of Decision for OU-2 was issued in 1993. The cleanup approach for contaminated soil was a “No Further Action.”  The decision in the OU-2 ROD was based on soil cleanup activities at the site occurring in 1992.

Ground water monitoring data collected in accordance with the ROD indicated the presence of vinyl chloride above maximum contaminant levels. This led EPA to issue an Explanation of Significant Difference (ESD) in1999. The ESD was issued to add vinyl chloride as a potential contaminant of concern and to require a Five-Year Review (FYR) for the site.

Cleanup Progress

In 1990, drums were removed as a part of a removal action at the site. Approximately 600 cubic yards of soil were excavated in addition to the removal of debris, soil, and sludge from two underground storage tanks. An additional 3,000 cubic yards of soil were removed during a subsequent removal action in 1992.

The Chemform site was deleted from the NPL on July 28, 2000. 

In 2005, EPA conducted a FYR to verify that use restrictions on existing ground water uses in the area continue to function as intended. The FYR confirmed that institutional controls continue to be effective in protecting human health and the environment.

Enforcement Activities

In 1989, EPA and the potentially responsible parties for the site (Chemform, Inc., New England Mutual Life Insurance Company, KMS Industries, and Smith International, Inc.) entered into an Administrative Order by Consent (AOC) to conduct the Remedial Investigation/Feasibility Study (RI/FS). The RI/FS provided much of the data on which the cleanup design is based.

Community Involvement

EPA has conducted a range of community involvement activities at the Chemform site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities have included public meetings and public notices regarding major cleanup milestones.

Future Work

There will be one more round of ground water sampling in 2009 to determine if vinyl chloride levels have been reduced below MCL standards.

EPA will conduct another FYR for the site in 2010.
