Site Background
The City Industries Superfund site is comprised of one acre and situated in a light industrial area of central Florida, in Goldenrod Township. Located in the eastern section of Orange County, the site is approximately 1.2 miles east of the City of Winter Park and 2.2 miles northeast of Orlando.
From at least 1971 until operations ceased in 1983, activities at the site included waste oil and solvent recovery and disposal. Since 1983, the facility has been used for other small commercial and retail business operations. The current land use for the surrounding area is primarily commercial and industrial. Although there have been a number of zoning changes over the years, it is anticipated that a mix of land uses similar to that described will continue into the future.
Operations at the facility included the receipt, handling, storage, reclamation, and disposal of various waste chemicals. Wastes handled at the site included chlorinated and non-chlorinated organic solvents, paint and varnish wastes, acid/alkaline plating wastes, and waste ink.
Due to poor waste handling practices and intentional dumping, soil and ground water at the site were contaminated. In August 1983, the site was abandoned by the owner, leaving approximately 1200 drums of hazardous waste and thousands of gallons of sludges in a number of large holding tanks on site.
Threats and Contaminants
Contaminated soil was treated or removed in 1983 and 1984. The only remaining media of concern at the site is contaminated ground water.
Contact with ground water that would result in unacceptable risks is being addressed through a ground water treatment system in place at the site, as well as through institutional controls (ICs). ICs include prohibitions on the use of ground water until cleanup levels are achieved. All threats at the site have been addressed through the installation of fencing, warning signs, and the implementation of ICs.Site Cleanup Plan
EPA issued a Record of Decision in March 1990 outlining EPA's selected cleanup approach and contingency cleanup approach for the site. The selected approach consisted of pumping the ground water, treating it by air stripping (the process of forcing air through polluted ground water to remove harmful chemicals), and discharging it to the Iron Bridge Publicly Owned Treatment Works (POTW). The contingency approach included pumping the ground water, treating it by air stripping, and discharging it to a nearby canal.
Because EPA and the POTW were unable to reach agreement with regard to the City Industries discharge, EPA implemented the contingency cleanup approach.Cleanup Progress
A removal of the drums and sludges was conducted by the Florida Department of Environmental Protection (FDEP) during August and September 1983. In February 1984, EPA removed 1,670 tons of contaminated soil, heat treated it, and returned it to the site. Additionally, ten tons of the most highly contaminated soil were removed and transported to a hazardous waste landfill. As a result of these activities, the only remaining media of concern at the site is ground water.
Construction of the ground water extraction and treatment system was completed by March 1994 and was fully operational and functional (O&F) as of May 19, 1994. The Long Term Response Action began at the site with the completion of the O&F period and the beginning of the operation and maintenance (O&M) period. In the spring of 2004, EPA completed major repairs and upgrades to the treatment equipment to improve system efficiency. The operation of the pump and treat system was turned over to the potentially responsible party (PRP) group in May 2004. The ground water pump and treat system will continue to operate and treat ground water until all contaminants of concern have been reduced below cleanup levels.
The second Five-Year Review was submitted in September 2004. The review concluded that ground water monitoring data indicated the cleanup approach is functioning as required to achieve ground water cleanup goals. The third Five-Year Review is currently being performed. It is scheduled to be completed in September 2009.
Enforcement Activities
In September 1990, EPA signed a Consent Decree with the PRPs to have them finance the Remedial Action at the site as well as reimburse EPA for the Remedial Design and other past costs.
Community Involvement
EPA has conducted a range of community involvement activities at the City Industries site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities have included public notices and information meetings on cleanup progress and activities.
